The Oregon Health Authority (OHA), Public Health Division (PHD), Center for Health Protection, Health Care Regulation and Quality Improvement (HCRQI) section, EMS & Trauma Systems unit in Portland, Oregon has a fantastic career opportunity for a Data Quality and Linkage Research Analyst (Research Analyst 4) which supports the HCRQI section by implementing the Oregon EMS and Trauma Data Strategic Plan.
This is a full-time, limited duration position and is represented by a union. The duration of this position is expected to last 17 months. Limited duration positions are benefit eligible.
What will you do?
As the Data Quality and Linkage Research Analyst you will be responsible for developing comprehensive evaluation tools to measure, monitor and visualize data quality in the Oregon Emergency Medical Services Information System (OR-EMSIS), Oregon Trauma Registry (OTR) and License Management System (LMS) data systems through informatics and analytical reporting.
This position is responsible for:
- Planning, leading, and managing the implementation of the Oregon EMS & Trauma Systems Program Data Quality Monitoring Plan and Public Health Data Linkage Project scoping process.
- Work with Oregon Public Health Division EMS and Trauma Systems Program and system partners to create interactive data dashboards that assess data quality and that identify areas for improvement at the state, regional and local levels.
- Support deployment of data dashboards to regional and local partners (including deployment, training, and permissions management).
- Serve as a subject matter expert on data quality and will be responsible for managing the quality of various data streams, including hospital emergency department data, hospital discharge data, specialty registry data, and emergency medical dispatch data.
- Create and update technical specifications and development of replicable workflows to update and maintain key data resources (e.g., data dictionaries and schemas).

Minimum Qualifications:
A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years’ experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects.
In addition to the above requirements, this position requires at least one or more of the following:
- Experience using advanced statistical or quantitative analysis computer applications.
- College-level course work in advanced statistics or quantitative analysis that includes such methods as multiple regression, factor analysis, analysis of variances, and discriminate analysis.
Desired Attributes:
- Proficient in application of reproducible analytics workflows using the R programming language.
- Experience working with relational databases, including SQL query.
- Ability to conduct descriptive analysis and conduct analysis that measures variability, relationship, and significance and communicate findings through narrative and data visualization.
- Experience summarizing and communicating technical information for various audiences.
- Experience or a working knowledge of EMS & Trauma systems of care.
- A master’s degree in epidemiology, biostatistics, health informatics, or related field.
- Experience and skill in project planning, management, documentation, and evaluation; including assessment of project goal completion by monitoring progress and taking corrective action when necessary.
- Knowledge and experience managing projects and document repositories using version control systems and project management tools such as Git.
- Knowledge and ability in grant writing and grant management.
- Knowledge of population-based public health promotion strategies.
- Knowledge and experience with text mining, forecasting, machine learning, or similar modeling applications.
Working Conditions:
(Hybrid) Most of this role’s job duties may be conducted remotely with full access to the needed operating systems and technology. There are times that work will need to be conducted onsite. On site work occurs in a standard office environment with no unusual physical demands or exposures.
