The City of Toronto is seeking a dynamic and experienced Manager of Enterprise Data Platform to lead the design, development, and implementation of our Enterprise Data Platform. This role is crucial in driving the city’s data strategy, ensuring that data is effectively managed, governed, and utilized to support the city's operations and strategic initiatives. The ideal candidate will have a strong background in data mesh architecture, cloud solutions, and modern data technologies.

As a Manager of Enterprise Data Platform at the City of Toronto, you will have the opportunity to make a significant impact on how data is utilized to improve city services and operations. Your work will directly contribute to better decision-making, enhanced efficiency, and improved quality of life for Toronto’s residents.


Specifically, you will provide leadership in the areas of:
 

  • Design and Development: Lead the design and development of the City of Toronto's Enterprise Data Platform, ensuring it meets the needs of various stakeholders and aligns with the city's data strategy.
  • Data Mesh Architecture: Spearhead the implementation of a data mesh architecture to enable decentralized, domain-oriented data ownership and architecture.
  • Cloud Solutions: Utilize AWS and other cloud solutions to build scalable and secure data infrastructure.
  • Infrastructure as Code: Design and implement infrastructure as code using Terraform to automate and streamline the deployment of cloud resources
  • ETL/ELT Processes: Develop and manage ETL/ELT processes using DBT (Data Build Tool) and other relevant tools.
  • Programming and Data Processing: Utilize Python and Spark for data processing, transformation, and analysis.
  • Data Modeling: Design and implement robust data models to support analytics, machine learning and reporting.
  • Data Governance: Establish and enforce data governance policies to ensure data quality, privacy, and compliance.
  • Streaming and Batch Processing: Implement and manage both streaming and batch data processing solutions.
  • Platforms and Technologies: Leverage Databricks, Snowflake, and other relevant technologies to enhance the data platform’s capabilities.
  • Team Leadership: Lead and mentor a team of data engineers, analysts, and other technical staff.
  • Collaboration: Work closely with various departments to understand their data needs and provide tailored solutions.

What you bring to the role:
 

  1. Bachelor's or Master's degree in Computer Science, Data Science, Information Technology, or a related field.
  2. Extensive experience in data engineering or related fields, with considerable leadership experience.
  3. Extensive experience with AWS or other cloud platforms, including services such as S3, Redshift, Kinesis, EMR, Glue, Data Zone, Lake Formation and Cloud Formation.
  4. Proven experience in designing and developing enterprise data platforms.
  5. Experience with big data processing frameworks, especially Apache Spark.
  6. Strong understanding of data mesh architecture and its implementation.
  7. Proficiency in data transformation tools, particularly DBT (data build tool).
  8. Advanced Python programming skills.
  9. Strong understanding of data modeling concepts and techniques.
  10. Familiarity with data governance and privacy regulations (e.g., GDPR, CCPA).
  11. Ability to lead a high performing, diverse team through strategic roadmaps and goal setting.
  12. Familiarity with CI/CD practices and tools.
  13. Understanding of machine learning workflows and MLOps practices.
  14. Effective communication with both technical and non-technical stakeholders.
