The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans. Our main responsibilities are:

  • Funding supports for municipalities
  • A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment
  • Protections for new home buyers and required licensing for home builders
  • Province-wide support for access to public library services for Albertans
  • Management of about 2.6 million acres of public land in the province's three Special Areas
  • Independent review and decisions on local matters by the Land and Property Rights Tribunal

Role Responsibilities

  • Exercising judgement when gathering internal and external data and then converting the data into meaningful information and reports in support of designated industrial property assessment;
  • Investigating, analyzing, and solving reported data issues or errors and advising the team on the best course of action to correct the data;
  • Fulfilling information requests by querying, filtering, modeling from Oracle tables and views, SAS datasets, Excel and CSV data sources;
  • Researching and/or investigating other external sources to validate data reported by stakeholders (knowledge of descriptive and some inferential statistical methods is necessary);
  • Providing technical and analytical support for branch initiatives;
  • Preparing reports, publications, briefings, and action requests to support the use of evidence in policy development;
  • Develop/Maintain/Enhance existing and new reporting initiatives and models required by the business;
  • Maintaining and administering processes and applications developed by senior analysts.
  • Coordinate system refreshed, troubleshoot system issues, collaborate with AMS and system vendor to find solutions and follow up on submitted tickets

Qualifications

  • University graduation in one of the following disciplines or related fields:  Statistics, mathematics, Economics, Engineering, Computer Science, Management Information Systems, Information Technology, Mathematics, GIS, Social Sciences with concentration in quantitative analysis.
  • Plus, minimum 2 years progressively responsible directly related experience in:
    • Quantitative data collection, retrieval and storage, analysis techniques, statistics and methods, predictive analytics, data visualization and information reporting.
    • Experience with statistical techniques, statistical and economic modelling, spatial and non-spatial data analysis, and qualitative research
       

Equivalencies:
Directly related education or experience considered based on:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Assets:

  • A related certification/accreditation (SAS, GIS or any related software)
  • Knowledge of R and Rstudio, Python, GIS technology, Esri’s ArcGIS suite of products and FME - Safe Software.
  • Knowledge of application design, database maintenance and administration using various RDBMS (Relational Database Management Systems)
  • Analytical, and technical skills to evaluate, perform, advise, and ensure the integrity of data, analysis, assembly, interpretation, and reporting of designated industrial property assessment inventory and information.
  • GIS knowledge – Demonstrated technical expertise in GIS technology, Esri’s ArcGIS products (ArcGIS Pro, ArcGIS Portal, ArcGIS Enterprise), cartographic techniques and ArcPy
  • Experience with industry such as oil & gas, electric power system/generation, telecommunication and /or Designated Industrial Property fields (machinery/equipment/railway/farm land/building/land etc.) 
  • Knowledge in the area of property assessment and taxation. 
  • Knowledge of legislation and regulations surrounding property assessment and taxation with particular emphasis on designated industrial properties.


Skills and Abilities:

  • Proficient technical knowledge of database management systems (e.g.: Oracle), SQL, Python, and MS Excel. Base skills in SAS software.
  • Knowledge of data and information management, including quality control, data modelling, data management, and business processes for the support and maintenance of data and reporting
  • Strong interpersonal skills including effective oral and written communication skills, with the ability to translate complex spatial data into information that can be understood by peers and clients.
  • Demonstrated proficiency in packaging and delivering cogent and timely spatial and non-spatial data analyses to management.
  • Experience using multiple data sources to conduct complex data retrieval and analysis, expertise in writing and running database queries, experience in data mining techniques and procedures, their applicability and effectiveness. 
  • Expertise in the communication and presentation of complex information to non-technical audiences.

Term of Employment: Permanent, Full-time position
   

Hours of Work: 7.25 hours daily / 36.25 weekly – Monday to Friday
 
Location: Commerce Place (Edmonton)
 

This position is eligible for remote work. You must reside in Alberta to work remotely.
