Job Duties

The HIV Analyst position with the Virginia Department of Health – Office of Epidemiology, Division of Disease Prevention (DDP) coordinates activities related to HIV surveillance and prevention data. The HIV Data Analyst will conduct data quality assurance, data management, analysis, and disseminate HIV-related data.
This position coordinates activities related to HIV information and data, primarily
related to HIV Surveillance and Prevention and the Ryan White program. The HIV
Data Analyst monitors the timely receipt of electronic data to ensure it is received in
an acceptable file format; imports data into a Structured Query Language (SQL)
database; analyzes data to check for quality control and assurance issues; prepares
files and transmits data extracts; creates and updates documentation and processes;
develops and generates reports; assists and tracks progress related to federal grants
including the Ryan White program and HIV Surveillance and Prevention
cooperative agreements. The HIV Data Analyst determines needed updates for HIV
prevention data (which includes the comprehensive harm reduction program, and
work related to HIV pre-exposure prophylaxis (PrEP); Comprehensive HIV/AIDS
Resources for Incarcerated Individuals (CHARLII); Status Neutral Service
Navigation (SNSN); solicits input on changes required for database management
and tracks and validates changes. This position analyzes data in multiple databases
and consults with programmatic staff; this position disseminates information in the
form of reports, grant applications, presentations, and other applicable formats to
various audiences. The HIV Data Analyst assists the Lead HIV Epidemiologist and
other HIV Analyst team members with ad hoc data requests for internal and external
partners. The HIV Data Analyst may assist with special projects with higher
education institutions and coordinate data-sharing agreements as needed. This
position provides epidemiological expertise on HIV-related data, including issues
involving data analysis, provision of accurate data, and resources for effective
program planning.

Minimum Qualifications

- Ability to collect, code and interpret data and prepare reports, possess data management skills
- Experience in preparing and presenting reports and visualizations
- Working knowledge or experience with preparing technical documentation such as grant writing or writing reports
- Working knowledge or experience with handling sensitive information such as communicable disease data or other protected health information (PHI),
electronic data transfers and data requests
- Knowledge of data analysis and quality control methods, public health, HIV, and related program policies and procedures
