The Semel Institute's UCLA Public Mental Health Partnership (PMHP) is seeking a full time Program Evaluator/Data Analyst who will evaluate and refine measurement strategies; develop evaluation tools and measurement batteries; collect, analyze, and interpret data; and manage various program evaluation data set to address the needs of the unhoused and the systems that serve them. You will also successfully interface with external county and state public service system stakeholders at all levels. You will also disseminate program evaluation results in a manner accessible to academic, public agency, and community stakeholders.
Duties to be performed can include:
- Consult with PMHP staff to manage various program evaluation and research activities related to evaluation and data projects, including developing evaluation designs, goals and objectives; identifying and/or developing instruments (e.g. surveys, interview protocols, criterion-referenced tests, etc.); and evaluating measurement approaches appropriate to process and outcome evaluations
- Collect, analyze, and/or interpret quantitative data including administrative and health record data using Excel, SPSS, and/or other statistical software
- Responsible for data management (e.g., importing, and exporting data in various applications, cleaning data and resolving data inconsistencies, restructuring and/or merging data sets, running queries on data sets, and preparing data sets for analysis)
- Consult with PMHP staff to interpret and disseminate program evaluation results, and develop written reports, presentations and data dashboards for internal PMHP staff as well as external county, state, and community audiences
- Initiate and maintain effective working relationships with county and state public agency staff at all levels and other evaluation stakeholders.
- Interface with county and state agency staff to help stakeholders apply evaluation results to community mental health-related quality assurance and quality improvement goals and strategies
- Conduct literature reviews, qualitative data collection and analysis, and other research/evaluation duties as needed
- Train and develop staff to use continuous quality improvement and performance based care methods
- Represent the University in a professional manner
- Perform other duties as assigned
Job Qualifications

- Doctoral level degree in Social Sciences, Public Health, or related fields with advanced course work in Statistics, Research Methods and Measurements or commensurate experience (Preferred); Masters acceptable with research experience.
- Advanced training in program evaluation, psychometrics, mixed-method approaches to performance monitoring, and CQI approaches are essential
- Experience with evaluation design and working on evaluation projects or in applied research settings in the areas of health and human services preferred
- Demonstrated experience collecting, cleaning, and managing data sets in Excel, SPSS, R or other statistical programs
- Strong quantitative analysis skills (e.g. descriptive and inferential statistics)
- Ability to distill results into a few key points and present them, in written, oral and/or graphical formats to DMH program staff and management as well as PMHP staff
- Experience with data visualization tools (e.g. Tableau) preferred
- Experience with qualitative research (e.g., focus groups, interviews) preferred
- Demonstrated knowledge of Microsoft Office applications including Outlook, Excel, and PowerPoint
- Excellent written and verbal communication skills
- Ability to communicate complex information to people with varying levels of education and training and different learning styles
- Skill in keeping accurate records, demonstrated attention to detail
- Skill in developing rapport with individuals from diverse ethnic and cultural backgrounds
- Demonstrated ability to learn and follow study protocols
- A track record of ethical and professional behavior
- Ability to work effectively and closely with other members of the project team
- Demonstrated ability to conduct resourceful problem solving
- Must have valid driver's license, auto insurance, and access to an automobile
- Willingness to travel to service delivery sites to deliver support
- Interest in the topic of the mental health issues impacting individuals and families
- Interest in the topic of homelessness and serious mental illness
