The Data Analytics & Visualization Architect will be a primary strategic thinker, planner, and doer for both the architecture and presentation of data resources for the Oregon Patient Safety Commission (OPSC). Because OPSC’s data is low volume and low velocity, the main goal of this position will be to make data more accessible to internal and external audiences, and develop systems and processes to facilitate the collection, storage, analysis, and visualization of data about healthcare and our programs. This new role will help lead OPSC’s analytic efforts to increase awareness of, and engagement in, our programs.
OPSC is a semi-independent state agency with a mission to both reduce the risk of serious adverse events occurring in Oregon’s healthcare system and encourage a culture of patient safety. OPSC operates two statewide programs: the Patient Safety Reporting Program (PSRP) and Early Discussion and Resolution (EDR). These programs offer a constructive space for healthcare facilities, providers, and patients to build a culture of safer care.

This position focuses on:
Constructing and maintaining data systems and visualizations to tell the story of OPSC’s reach and impact, as well as support program evaluation & improvement
Partnering with organizational leadership and other staff to develop success measures and prepare standard analytic reports for OPSC leadership, Board, and Task Force
Designing, constructing, and maintaining automated data jobs and scripts to facilitate staff workflows, including Python scripts and connections to external data resources
Performing ongoing data quality evaluation and data systems maintenance for both OPSC programs, EDR and PSRP
Coordinating ongoing data systems changes and improvements
Supporting agency data governance activities
Working with program staff, organizational leadership, and external program participants to support ease, reliability, and consistency of data collection, analysis, and reporting
Identifying and implementing data strategies and providing ongoing support for reporting and communication needs

This position is eligible for hybrid work, with most work performed remotely. The person in this position may be expected to work in the office a few times per month to support collaboration. Terms of hybrid work and the work schedule will be discussed and agreed upon with the successful candidate and hiring manager.

What We Are Looking For
Minimum Qualifications:
Five (5) years of information systems experience in: managing information system Data Visualization projects (conceptual design phase through testing and implementation) and reporting tools (for example Tableau, MicroStrategy, or Power BI) to create interactive and insightful dashboards and reports; OR
An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND three (3) years of information systems experience in: managing information system Data Visualization projects (conceptual design phase through testing and implementation) and reporting tools(for example Tableau, MicroStrategy, or Power BI) to create interactive and insightful dashboards and reports; OR
A Bachelor's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in: managing information system Data Visualization projects (conceptual design phase through testing and implementation) and reporting tools (for example Tableau, MicroStrategy, or Power BI) to create interactive and insightful dashboards and reports.
Desired Attributes:
Data Architecture & Visualization: Experience in architecting, extracting, and visualizing data, with proficiency in tools like SQL, Python, or R.
Analytical Skills: Ability to analyze qualitative and quantitative data, gather information from various sources, and interpret findings to support decision-making.
Communication Proficiency: Strong verbal and written communication skills to convey complex information effectively to diverse audiences, including presenting reports and visual summaries.
System Management & Problem Solving: Experience managing information system projects from design through implementation, solving performance issues, and establishing diagnostic procedures.
Business Analysis & Recommendations: Familiarity with analyzing business needs, proposing system enhancements, and recommending performance improvements based on cost and policy evaluations.
Technical Guidance: Skill in providing technical expertise and support to non-technical staff, ensuring effective understanding and usage of data and systems.
Collaboration & Coordination: Ability to coordinate problem-solving efforts and address resource competition issues within teams and projects.
Experience translating or explaining data and how it can be used by presenting reports and narrative summaries to the general public verbally and in tabular, graphic, or pictorial form.
Preference Statement:
Preference may be given to those candidates who demonstrate familiarity or experience with patient safety and quality improvement and/or state, federal, and healthcare facility data sources and systems.
