About the Role

Acts as a liaison between the business units and the Data Management Services team (DMS) in supporting business data needs, ensuring data quality and accuracy, and helping DMS on data acquiring, analysis, organization, and integration. 

To be successful in this role, you:

Education and Training

  • Posses a Bachelor's degree in health data analysis, public health, health administration, health information management, or management information systems; or an equivalent combination of education and highly relevant experience required. Master’s degree preferred.

Prior Related Experience

  • Minimum 5 years healthcare experience; managed care organization or health insurance preferred
  • Minimum 3 years healthcare data analysis or data management experience
  • Minimum 3 years experiences with data warehouse, preferably dimensional data warehouse required
  • Experience of data steward and working with business data producers and consumers
  • Experience documenting process and data flows
  • Experience using common database management systems such as SQL Server, Oracle, etc. for data analysis
  • Experience with cloud based data management solutions, preferably Snowflake on Azure
  • Development of business requirements and supporting documentation
  • Process improvement experience
  • Experience with master data management solution desired.
  • Experience with Agile/Scrum software development methodology preferred
  • Experience in project management or project coordination
  • Experience with national data standards such as HL7/X12, as well as coding systems (e.g., LOINC, ICD-10) desired

Data Standards Maintenance and Quality Assurance:

  • Develop, document, and maintain CHPW data standards; ensure data accuracy and completeness against data standards.
  • Analyze data to ensure data completeness, quality, and accuracy; identify data issues and root causes.
  • Communicate data quality issues to the management and stakeholders; provide recommendations for long-term solutions and best practices for data management and data quality assurance; coordinate with data producers, data consumers, business analysts, and developers to correct data quality issues.
  • Work with Data Governance, Data Engineering, and Business Intelligence team members to develop and maintain data validation and observability practice as the process owner.

Business Engagement:

  • Work in tandem with business departments and management to establish data needs; Communicate with management and business departments to identify data solutions and opportunities to leverage data to grow the business.
  • Maintain Business requirement documentation, technical documentation and integration artefacts as necessitated.

Data Analysis:

  • Identify CHPW data sources, analyze data elements for its completeness and accuracy; collect data source information such as business data element definitions, standards, and data lineage information; document findings in CHPW data inventory and keep it up to date
  • Analyzing data and associated lineage to find patterns and trends, provide analysis results to the data management team for data storage, organization, integration, metadata management, and access solutions.
  • Analyzing data in Enterprise Data Warehouse and other managed data repositories to identify data issues, work with the business partners and data consumers to come up with solution recommendations.

Data Consultation:

  • Provide internal consulting services and technical/subject matter expertise to data consumers
  • Develops educational documents and process to help data producers, consumers, and technical staff understand data contents, standards, lineage, and associated business workflows

Knowledge, Skills, and Abilities:

  • Ability to communicate effectively at all levels of the organization including Senior level staff, external vendors, and external clinic staff
  • Strong analytical and problem-solving skills
  • Project Management industry standards/best practices
  • Ability to create process documentation to include process flow charts and written documentation
  • Ability to read and write advanced SQL statements
  • Advanced Microsoft Excel skills
  • Fluent in Python desired
  • Working knowledge of data storage, organization, and integration solutions
  • Basic understanding of data warehousing techniques
  • Conceptual understanding of SSIS or cloud based ETL tools is required
  • Working knowledge of SQL Server Management Studio.
  • Excellent written and verbal communications skills
  • Working knowledge of Visio and Microsoft Office applications required.
  • Working knowledge of Snowflake and Azure Data Lake Storage preferred.
  • Data lake knowledge desired.

  • Ability to multi-task, manage multiple projects and priorities simultaneously.

Compensation and Benefits:

The position is FLSA Non-Exempt (Exempt) and is (not) eligible for overtime. Based on market data, this position grade is 69 (see full range below) and has a 10% annual incentive target based on company, department, and individual performance goals.

  • Some kneeling, pushing, pulling, lifting, and carrying (not over 25 pounds), twisting, and reaching.

Mental:

  • Frequent decision-making. Ability to gather and assess data, determine appropriate actions, apply protocols and knowledge to unique situations, problem-solve and provide consultation.

Work Environment:

Office environment Employees who frequently work in front of computer monitors are at risk for environmental exposure to low-grade radiation.
