Department Overview
The Customer Programs Measurement and Evaluation (CP M&E) team sits within Clean Energy Programs, which is part of PG&E’s Utility Partnerships & Innovation organization. CP M&E is a dynamic team of researchers, data analysts, and project managers dedicated to understanding whether our customer energy programs are performing effectively. Our work improves customer program offerings—helping customers manage their energy bills and improving customer satisfaction—and inform energy procurement decision making. Findings of our program evaluations directly affect long-term resource planning, utility operations, and energy policy.
Position Summary
Lead evaluation of load management programs and rate-related studies. Work closely with Demand Response, Pricing Products, Electric Rates, Clean Energy Transportation to understand their business needs and define evaluation objectives. Make recommendations to optimize customer program design and performance. Shape regulatory policy and strategy for PG&E’s load management portfolio.
This position is hybrid, working from your remote office and your assigned work location based on business need. The work location is Oakland, CA.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.
A reasonable salary range is:
Bay Area Minimum: $136,000
Bay Area Maximum: $232,000
Job Responsibilities
- Lead cross-functional research projects and initiatives
- Manage impact and process evaluations executed by external vendors
- Conduct complex analyses of customer data to improve load management program performance and help drive strategic decision-making
- Communicate evaluation results with internal clients, senior leadership, regulators and external stakeholders
- Sponsor testimonies for regulatory proceedings
- Support internal clients by providing guidance on research methodology
- Coach and guide junior team members on best evaluation practices
Minimum qualifications
- Bachelor’s degree in Economics, Statistics, Mathematics, Business, Finance, Sociology, Policy, Engineering, Physics or other related fields or equivalent work experience
- Job-related experience, 8 years
Desired qualifications
- Experience developing analytic methods, processes, and protocols to address regulatory requirements and concerns of diverse stakeholders
- Deep understanding of current evaluation best practices in California
- Familiarity with the Demand Response Impact Evaluation Protocols adopted by the California Public Utilities Commission (CPUC)
- Hands-on experience in analyzing large datasets of customer interval data using an advanced statistical package (e.g., R, Stata, Python, or SAS)
- Advanced degree in Economics, Statistics, Mathematics, Public Policy, Social Sciences, or another relevant discipline
- Experience in running CPUC-approved Avoided Cost Calculator
- Strategic mindset: anticipate issues and develop innovative solutions
- Demonstrated ability to apply complex statistical methods, engineering or econometric modeling using large data sets
- Ability to lead cross-functional projects
- Experience collaborating with internal and external stakeholders to develop and implement statewide evaluations methodology.
- Ability to communicate highly complex, technical data and findings to a wide range of audiences, including program managers, senior leadership and regulatory stakeholders
- Knowledge of utility operations, load management programs and policies
