Summary of Duties
As a ONE Chatbot Senior Business Analyst, you will:
Recommend, develop, and implement business policies, procedures, and program priorities in the area of information technology that support statewide agency programs. Represent the integrated ONE system Program Area needs/priorities in Statewide initiatives and Executive staff and Program Managers with analysis and recommendations for improving business processes and managing change.
Determine impacts of the integrated ONE system from multiple program areas: SNAP, TANF, ERDC and all Medicaid programs (Magi, OSP, QMB, LTC and waivered services) as it relates to other departments/programs, staff workload, computer systems, clients and community of proposed modernization efforts.
Direct the development and daily operations of information systems support for the integrated ONE system by establishing scope and general requirements to ensure business and client needs are met.
Manage the business process flow development and business analysis for system projects and will support all phases of the systems development cycle (detail requirements, development, testing, implementation, ongoing maintenance).
Oversees and approves systems results and implementation.
Minimum Qualifications
A bachelor’s degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
Essential Attributes
We are looking for candidates with:
Experience with IT systems and procedures, preferably related to Oregon Department of Human Services (ODHS) ONE system supporting ODHS eligibility programs, and services.
Demonstratable experience and knowledge of Business Analysis Body of Knowledge (BABOK) or other comparable accepted industry standards of Business Analysis.
Experience defining, explaining complex rules, guidelines, and adapting communication style to the intended audience.
Experience creating detailed, accurate, and retraceable documentation while managing and communicating changes effectively to ensure and maintain system integrity and compliance.
Experience identifying problems and solutions through a trauma-informed and culturally responsive approach.

Working Conditions
The work schedule is Monday – Friday 8:00 am to 5:00 pm
Business needs may require the employee to come into the central workplace or perform mobile work on a regular or periodic basis. Employee’s work is conducted in offices and other program/partner sites which may include travel.
Expected to perform in a high-pressure environment resulting from high volume workload and difficult timelines.
Priority and scope of projects must be intensely monitored, and frequent adjustments are required.

The Oregon Department of Human Services does not offer visa sponsorship.
