Position Overview

The Division of Developmental Disabilities is seeking to hire a Management Operations Analyst in the Bureau of Grant Programs Management located in Springfield, Illinois. This position serves as a Grant Strategy Analyst; performs complex duties of grant management operations; reviews grant applications for accuracy, completeness, internal controls, and strategic goals; analyzes financial and performance data; and develops grantee training to inform grantees of changes in federal, state and/or agency procedures.

Essential Functions

  • Serves as a Grant Program Data Analyst, independently performs complex duties of grant management operations.
  • Assists with the development and publishing of public notices for competitive Notice of Funding Opportunities (NOFOs) (2 CFR 200.203, Appendix I).
  • Assists with the development of the grant program exhibit contained within the Uniform Grant Agreement.
  • Provides recommendations to the supervisor, Bureau Administrator, and Division management team through discussions and briefings on grant management policies, practices, and methodologies.
  • Tracks and monitors mandated grantee reporting requirements, for completeness, timeliness, and accuracy using Microsoft Excel software, in conjunction with the approved budget, 2CFR200 language, and contractual obligation of the grant.
  • Travels to conduct on-site reviews of grantee Internal Control/Risk Assessment programs and evaluates issues such as outcomes, performance measures, accountability of assets, compliance with Federal and State statutes, regulations and the terms and conditions of the grant agreement.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research.
  • Requires three (3) years progressively responsible professional experience in management operations analysis.

Preferred Qualifications

  • Two (2) years of professional experience working with structure, organization, and methods of  community agencies.
  • Two (2) years professional experience utilizing the Grant Accountability and Transparency Act (GATA) and grantmaking processes for a public or private organization as a grantor or grantee/vendor.
  • Four (4) years of experience working with spreadsheet software such as Microsoft Excel.
  • Two (2) years of professional experience presenting ideas clearly, both orally and in writing.
  • Two (2) years of professional experience providing recommendations on grant management policies, practices and methodologies.
  • Two (2) years of professional experience tracking and monitoring mandated grantee reporting requirements for completeness, timeliness and accuracy.
