The African Union (AU), established as a unique Pan African continental body, is charged with spearheading Africa's rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African states as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, Ethiopia. The AU aims to strengthen its capacity to deliver on disaster risk reduction and early warning systems through its Agriculture, Rural Development, Blue Economy, and Sustainable Environment (ARBE) Department. This partnership aligns with NORCAP’s mission to support initiatives that protect and empower people in challenging situations.

As the Data and Information Management Expert, you will take on the following responsibilities:

  • Design and develop a scalable data analytical system for customized risk indices.
  • Develop web-based visualisation, communication, and dissemination platforms for AMHEWAS products.
  • Facilitate the development of a web-based dashboard and database for the AMHEWAS Situation Room.
  • Develop technical guidelines for the implementation of interoperability of AMHEWAS systems and products.
  • Implement and facilitate interoperability across AMHEWAS Situation Rooms at continental, regional, and national levels.
  • Facilitate the integration and scaling up of new products into AMHEWAS systems such as drought, seismic, epidemics, and agriculture and food security.
  • Support monitoring and reporting on the implementation of the AMHEWAS Programme.
  • Provide technical support and capacity building activities for the AMHEWAS Situation Rooms.

Kindly note that this role is with the African Union and is therefore restricted to valid passport-holding nationals of AU member states.

To excel in this role, candidates should possess the following qualifications and skills:

  • A master’s degree in Computer Science, Data Science, Geo-information, Computer Engineering, IT, or a related field.
  • At least five years of experience designing and developing web-based geo-application systems with data analytics capabilities for disaster monitoring and early warning systems.
  • Proven experience with open-source technologies such as Node.js, React, Mapbox GL, Leaflet, Carto, Python, Geoserver, and Mapserver.
  • Experience with geographic databases, back and front-end development, and REST API development.
  • Solid experience with scripting languages (e.g., Python) and application containerization (Docker).
  • Knowledge and experience in working with multiple stakeholders including the AU, RECs, Member States, and Development Partners.

Language requirement

Proficiency in English is essential. Knowledge of other working languages would be an added advantage (Arabic, French, Spanish or Portuguese).

Tenure of Appointment & Remuneration

The appointment will be made on a contract basis for a period of one year.  The salary to the position is set at P2 Step 5 inclusive of all allowances for internationally recruited staff.
