Job Description Summary

The Health Data Specialist I performs basic epidemiologic and statistical analyses for Weld County as part of the Population Health and Data Analytics Unit. The Health Data Specialist I will apply epidemiology and statistical methods to identify the distribution and determinants of disease in populations to inform and guide decision-making and prioritization around population health. Specific tasks may include data collection, data management, data analysis, and data reporting. The Health Data Specialist I uses evidence-based principles, assist with program planning and evaluation, performance management, grant applications, and public health accreditation. This position is located within the Health Education, Communication, and Planning Division and are supervised by the Health Department's Senior/III Health Data Specialist.

The ideal candidate for this position will have completed a Master’s in Public Health with a concentration in Biostatistics or Epidemiology, along with at least one (1) year of professional experience in data collection and analysis, applied research or program evaluation for a public health department, epidemiological assessment, and will have at least one (1) year of experience working with SAS, Tableau, ArcGIS or similar software.

Job Description

Data Analysis - 35%:

  • Analyze and interpret complex public health data to identify trends, patterns, and insights.
  • Conduct technical analysis in order to address health inequities and to improve population health.
  • Evaluate large and complex datasets and analyses to ensure the questions being asked are represented by the data being analyzed.
  • Perform descriptive and inferential statistics to support data-driven decision making for population-based program planning.
  • Utilize statistical methods using SAS, ArcGIS, Tableau, or other statistical and/or visualization software to perform data analysis and reporting.

Public Health Data Collection, Data Management, Community Health Assessment, Program Evaluation, Quality Improvement - 30%:

  • Use public health epidemiological techniques, practices, and procedures to conduct ongoing analysis of community health data for the purposes of surveillance and community health assessment.
  • Develop robust data collection tools, survey instruments, and identifies appropriate sampling frames and sizes to meet project needs.
  • Support the development and updating of Community Health Assessment (CHA) and Community Health Improvement Plans (CHIP) using principles and best practices for identifying, analyzing, and interpreting health disparities and inequities.
  • Conduct qualitative and quantitative data collection and analysis in support of program evaluations or other public health investigations.
  • Create interactive dashboards, infographics, reports, or other products to support public health decision-making through utilizing statistical analysis and data visualization software.
  • Support quality improvement project development and updating for maintaining national public health accreditation standards and the Health Department’s Performance Management System.
  • Assist in data collection and analysis efforts in the Health Department’s Strategic Planning process.

Problem Solving, Communication, Customer Service - 30%:

  • Collaborate across the Health Department to conduct literature reviews, research evidence-based best practices and model programs on targeted health topics for Health Department programs.
  • Use effective verbal and written communication to prepare data reports and summaries in a manner suitable to a variety of audiences and assist Health Department staff in preparing program reports.
  • Design, develop, and produce print or web-based data visualization products that communicate complex public health data to diverse audiences.
  • Establish and maintain effective working relationships with other Health Department employees, representatives of other agencies and organizations, and members of the community.
  • Use exceptional customer service skills to respond to community needs, enhance public relations, coordinate activities, and represent WCDPHE to promote and maintain a positive public health image and foster pride and professionalism in the workplace and community.

Emergency Preparedness Duties (as needed) - 5%:

  • Respond, as required, to support public health emergencies, incidents, and events.
  • Participate in all exercises and drills on emergency preparedness, as required.
  • Complete trainings as appropriate for this position.

Required Qualifications

  • Minimum of a Bachelor's Degree from an accredited college or university in public health, epidemiology, evaluation, informatics, biostatistics, or related field.
  • At least two (20) years of sustained professional experience in epidemiological assessment, data collection and analysis, or applied research or program evaluation for a public health department.
  • Any equivalent combination of education and work experience that satisfy the requirements of the position will be considered.

Preferred Qualifications

  • Master's Degree from an accredited college or university in public health, epidemiology, evaluation, informatics, biostatistics, or related field.

Other Requirements

  • Candidate must possess a driver's license by the employment start date and maintain a valid license for the duration of employment.
  • Candidate must pass a criminal background check.

This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.

This range encompasses the nine pay steps available should you receive the position and demonstrate satisfactory performance over time.
