We are seeking a Business Intelligence Strategist to join a brand-new unit in our Office of Finance and Information Technology team at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU). This role is a hybrid of remote work and will need to report to the office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.
Note: Effective Jan. 1, 2025, the compensation plan for this position will be adjusted to reflect a Cost-of-Living Adjustment (COLA) of 6.55%. The salary listed in this posting does not reflect the COLA.

The Office of Finance and Information Technology’s (OFIT’s) primary service is to provide timely and reliable fiscal, administrative, and information technology services. The work is designed to ensure that all agency services adhere to all applicable laws and regulations, while seeking solutions focused on the needs of Oregon's children. OFIT contributes to an infrastructure that allows ODE staff to focus on the core mission of leadership, accountability, and school improvement.
What You Will Do!
The primary role of the Business Intelligence Strategist is to lead the development, implementation, and continuous improvement of data-driven strategies, business intelligence systems, and data validation processes that enhance decision-making across the agency. The BI Strategist will achieve this objective by providing consultative advice on administrative, policy, programmatic and management aspects of agency operations.
In this position you are responsible for designing, managing, and evaluating BI tools, dashboards, data validation protocols, and analytics that provide actionable insights for program and policy development. The BI Strategist plays a critical role in ensuring data transparency, accuracy, integrity, and accessibility, supporting both internal operational needs and external reporting requirements.
Additionally, this position will develop long-range plans, goals, objectives, and milestones pertaining to the Fiscal Transparency Unit’s transparency and operational goals and ODE’s implementation of data transparency. This position is also responsible for evaluating the effectiveness of the agency’s BI system throughout the agency.
Typical Duties Include:
Project Management
Develop and oversee BI projects, including data validation initiatives, defining project scope, budgets, resources, and timelines to ensure successful implementation.
Manage project teams, including those focused on data validation, monitoring progress, and assessing risks and mitigation strategies for all BI-related and data validation projects.
Operational Research and Evaluation
Conduct comprehensive evaluations of programs, services, systems, and data validation processes to identify opportunities for improvement, collaboration with other ODE offices and external partners, and potential conflicts.
Develop new methodologies and criteria to measure the effectiveness of business intelligence (BI) initiatives, guiding the agency in program operations, decision-making, and data integrity
Policy Analysis
Collaborate with internal departments such as RADAR, School Finance, and others to ensure cohesion at the ODE level and external stakeholders such as legislatures, districts, and the general public to address and guide policy related to data governance, data validation standards, and BI processes.
Analyze emerging trends in BI, research legislative and operational policies, and propose adjustments or new legislative efforts to support evolving agency needs, with a focus on maintaining the accuracy and integrity of validated data

Minimum Qualifications (Need to Have)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience in Business Administration, Finance, Data Science, Statistics and/or Information Systems.
Desired Attributes (Nice to Have):
Experience working with data warehouses, data lakes, and relational databases.Understanding of data modeling concepts, ETL processes, and data integration across multiple systems.
Hands-on experience with SQL, Python, or other query and scripting tools to manipulate and analyze data. Familiarity with cloud-based data platforms (e.g., Azure, AWS, Google BigQuery) and emerging BI technologies
Demonstrated commitment to system change that accelerates opportunities by removing barriers for students in our K-12 system who are and have been historically underserved.
Ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Highly effective and well-developed interpersonal skills and self-awareness. The ability to manage situations and tailor approach to the individual's skills, needs and performance. Ability to collaborate across multiple systems (i.e. national, state, local, school districts, SEAs, etc.) and work together to streamline services across multiple communities and programs. Ability to navigate complex socio-political contexts and solicit and value diverse viewpoints.
Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies. Experience analyzing complex and sensitive issues and situations, identifying alternative solutions, and forecasting consequences of proposed actions and implementing recommendations in support of strategic organizational goals, plans and policies.
Budget planning and preparation including forecasting and establishing budget projections associated with revenue streams. Strong knowledge of the principles and process of budgeting and financial management as it relates to operational management and program delivery. Understanding of state and federal funding processes
Advanced expertise in business analysis and data visualization, with a strong ability to translate complex data into actionable insights through interactive dashboards and reports, driving strategic decision-making and business performance.

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
