Program Coordinator I Duties – Office of Strategic Planning and Research – Research and Planning Division:

The Program Coordinator I – Data Analyst position will be part of the Research and Planning Division, reporting to a Program Coordinator II/III and the Deputy Director within the Office of Strategic Planning and Research. The Office of Strategic Planning and Research, composed of the Research and Planning Division and Data Analytics Unit (DAU), provides statistics, research, and evaluation results to guide planning, management and decision-making strategies for effective prison operations, policies, legislation, and services. The Research and Planning Division produces publicly available mandated reports and briefs, responds to information requests, produces objective, reliable and timely information in a useful manner to a range of consumers.

The Program Coordinator I – Data Analyst is responsible for data preparation, data analysis, writing briefs and conducting research data projects. Candidates will possess the ability to assess, analyze and meet needs of stakeholder requests to create data sets, utilizing software including Tableau Dashboard Technology, Excel, SQL, TOAD for Data Point, or SPSS. Experience with these programs is highly desirable. This position requires the ability to complete independent work and contribute to team-based work, and the ability to balance multiple and competing deadlines. The candidate should have strong writing skills, data auditing skills, and data analysis experience. Effective communication and organizational skills are fundamental for success in this position.

The Program Coordinator I will be a team-oriented specialist with the ability to work collaboratively within the Division and agency. This position requires the frequent utilization of and professional responsiveness to email communications, efficient proofreading abilities, and data auditing knowledge. Experience in and knowledge of criminal justice, social and data sciences or a related field is advantageous.

Preferred Skills: 

·         Experience writing reports and strong proofreading skills

·         Data preparation and analysis skills

·         Experience with Excel, SPSS, SQL, and TOAD Data Point

·         Experience creating charts, graphs, and pivot tables in Excel

·         Strong communication skills; ex: frequent, clear, efficient, and responsive communication via email (Outlook)

·         Self-motivated with the ability to work independently and collaboratively

·         Ability to adapt to fast paced, evolving requirements, including learning new applications and new systems

·         Strong judgment, analytic reasoning, critical thinking, and problem-solving skills

·         Ability to balance multiple and competing priorities and deadlines

·         Excellent organizational skills

Comments:

This is a Civil Service position. Please note that salaries for union positions are determined according to the provisions of the respective collective bargaining agreement.   Applicants must have no felony convictions, to include any actions defined in 5 U.S.C. 301; U.S.C. 509, 510; 42 U.S.C. 15601-15609. The Massachusetts Department of Correction shall not hire anyone who may have direct contact with offenders, who has engaged in sexual abuse in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents.   The DOC urges bi-lingual applicants to apply.

 

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

 

Substitutions:

I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.*

 

II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
