Project Overview:

Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program extends the BART system 16 miles from City of Fremont in Alameda Country through the cities of Milpitas, San Jose and Santa Clara in Santa Clara County.  

Phase II (BSVII) of the project is an approximately six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a single-bore tunnel, three underground stations, one at-grade station and a maintenance facility.

 

Job Summary:

Project Information and Data Manager (PIDM) is the primary point of contact in the construction management services organization and is responsible for overseeing the planning, deployment and management of all digital solutions to support construction management services (CMS) for the BSVII project. The VTA BSVII project is an extension to BART Silicon Valley Phase II Extension (BSVII) Project, which is a six-mile, four-station extension of the regional BART system from Berryessa/North through downtown San José to the City of Santa Clara.

The PIDM works closely with VTA, CMS Contractor (Bechtel) and Works Contractors to assure data requirements are captured, cascaded, correlated and reported - enabling actionable insights for the effective management of the Works contract.   

The PIDM is responsible for oversight and governance of contractor’s BIM and other digital processes and deliverables to capture, integrate, re-use, report and visualize project information in alignment with the VTA client’s BIM and other digital work processes while following the ISO 19650 standard throughout the construction life cycle including the as-built process and handover: #LI-JL1

 

Major Responsibilities:

  • Develops the Digital Delivery Management Plan for the construction management services scope of the project while maximizing client solutions. Ensures that the Bechtel team has the digital solutions to execute their scope per the contract.
  • Coordinates within the construction management cross-functional teams to facilitate digital processes and practices to develop project KPIs and dashboards and new information model use cases.
  • Captures and understands the Digital Delivery requirements, standards and processes and develops a governance and oversight structure to ensure construction delivery teams meet their respective digital delivery requirements and adhering to industry wide standards (i.e. ISO 19650).
  • Identifies and implements methods to leverage the Project Information Model (BIM/CAD/GIS) for use by the construction management team.
  • Works closely with overall project IS&T personnel to align the Applications and Information flow diagram with the project digital delivery strategy.
  • Maintains continuous contact with VTA management and the Project Management Team (PMT) and key functional leads on the Project to define BIM and other digital use-cases and monitor their implementation.
  • Define additional BIM and other digital requirements for incorporation into client requirements documentation and/or contracts.
  • Oversee the Implementation of digitals platforms/tools/systems such as Unifier/ Autodesk Construction Cloud (ACC), ArcGIS etc. on the project. This includes mapping of work processes, application development, identifying user groups, UAT, training and rollout and ensuring the integration of the systems and tools with the project Common Data Environment (CDE). 
  • Provides input into the Project Controls, Construction Management, Quality, ESH plans to digitalize, leverage and institutionalize project information.
  • Review of Procurement and Contracts tender packages used for the supply chain to verify inclusion of project digital requirements including BIM and GIS.
  • Reviews and provides input to IS&T Project automation plan, project specific procedures (i.e., WBS, naming and numbering of document/assets, etc.) and ensure alignment with client requirements.
  • Training the project team on the use of the CDE and other digital tools and engages with off-Project Functional team and subject matter experts as necessary.
  • Champions innovation across the Project by establishing a culture for ideas and improvement opportunities to be raised, considered, and implemented. Continually seeks ways in which the Project Information Model can be utilized to support the Project and drive efficiency in downstream processes.
  • Liaises with GBU and Corporate Innovation teams on the development and deployment of proven innovation, new initiatives, and technologies.
  • Participate in BIM capability and capacity assessments are conducted during the tender/RFP and in the technical bid evaluation process if requested. Conducts regular assessments to review the implementation of the contractor’s BIM Execution Plan (BEP) and level of BIM maturity achieved on the Project by the contractors and to seek opportunities for improvement.

 

Education and Experience Requirements:

  • 15+ years’ experience in the engineering and construction industry and/or prior extensive work experience in related fields leading to a thorough understanding of the role requirements as listed.
  • Recognized degree in relevant field i.e. engineering, construction, project management, business, information management.
  • Previous Project Management and Leadership role on a complex project EPC/PMC project.

 

Required Knowledge and Skills:

  • Significant experience working within the EPC functions, or a strong Project-led understanding of cross-functional EPC work processes and the applications used for Project execution including BIM dimensions 3D/4D/5D/6D, nD.
  • Significant Engineering, Construction, Project Controls, Procurement, Automation or Information Systems experience with a passion for implementing new and innovative, data-centric work processes.
  • Excellent communication and interpersonal skills to explain new work processes and technologies to all levels of the organization.
  • Self-motivated individual with outstanding leadership skills and the ability to influence without authority.
  • Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.
