Consultancy: Data Scientist, Ukraine Monitoring and Learning Support (UMLS) Contract

Consultancy Description

EnCompass LLC is seeking a Data Scientist to help automate third party monitoring (TPM) reporting for the USAID/UMLS contract. This position requires a consultant familiar with automating reporting processes using the R programming language. The consultant will work with the UMLS team to develop the specific technical specifications. Based on these specifications, the consultant will be expected to develop the workflow to automate reports in either Word or PDF format and create a simple tool to allow the UMLS team to generate reports. If necessary, the consultant will advise on any additional IT infrastructure needed, and this may involve working with EnCompass IT staff. All code developed will be stored in EnCompass’s GitHub account. The consultant would be expected ensure that staff understand how to independently generate reports.

The Period of Performance is from January 2 – February 28, 2025. The expected level of effort is 20 days. It is expected that the initial reporting process identified for automation is functional by mid-January, and the rest of the consultancy is for automating additional report processes and ensuring that the infrastructure is in place for it to function and that EnCompass staff are capable of using it, and making updates as needed. This is a remote position, and EnCompass will grant the consultant access to a proprietary Github repository.

Academic Qualifications

• Minimum of a Bachelor’s degree and 5 years’ experience in data analysis, data science, or similar work with data.

Experience and Skills

Required:

• Minimum of 5 years of experience using the R programming language

• Experience advising on software solutions and the necessary IT infrastructure to allow them to function effectively

• Ability to translate technical solutions into normal language for non-technical team members to understand

• Experience automating reporting processes for non-programmers to implement

• Experience collaborating over Github

Preferred:

• Experience patiently teaching others how to use technology solutions
