BASIC PURPOSE:
Leads the activities of the Data Management group, which develops and implements plans for the management, quality assurance/quality control, and reporting of complex environmental data as well as maintaining and supporting database applications.
SUPERVISION RECEIVED:
Works under the general direction of a Senior Program Manager.
SUPERVISION EXERCISED:
Supervises project manager and data management professional staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Supervises and manages professional staff, including assignment of projects, evaluation of performance, and staff development planning to ensure that the permit-required environmental and wastewater monitoring data are complete, accurate and accessible, and available within the permit-required timeframe. Provides technical and administrative assistance to staff in the development and management of projects.
- Supervises professional multi-disciplinary scientific and data management work of substantial difficulty and importance, requiring application of scientific principles and the exercise of independent professional judgment.
- Ensures the accuracy and integrity of data by establishing and overseeing data quality control (QC) and quality assurance (QA) procedures, and maintaining records of QA/QC activities.
- Coordinates the development of algorithms for calculating environmental indices from receiving water and wastewater data, and procedures for quickly determining whether values fall outside the expected ranges.
- Recommends opportunities to automate data management processes.
- Collaborates with other MWRA departments to integrate environmental findings and operational issues in order to optimize the environmental benefits of MWRA planning and operations.
- Provides oversight of consultant data management activities.
- Provides technical review of internal and consultant-prepared reports, data sets, and data analyses.
- Oversees coordination with MIS to ensure resources are available, and assists Environmental Quality Department staff with hardware and software issues.
- Maintains current knowledge of MWRA plans, policies, and procedures related to the implementation and enhancements of departmental information systems; actively participates in analyzing the impact of proposed plans, and provides input to MIS and assistance to other Operations departments.
- Ensures that data management practices which promote information sharing and data are integrated into department and MWRA information systems.
- Presents findings to the scientific community and the general public.

MINIMUM QUALIFICATIONS:
Education and Experience:
- Knowledge of principles and practice of environmental/marine science as normally obtained through a Bachelor's degree in marine science, environmental science, data science, ecology, microbiology, chemistry, or environmental engineering is required. A graduate degree in one of the above fields preferred; and
- Demonstrated knowledge and understanding of environmental policy and regulations, and/or scientific data management and reporting as acquired through at least seven (7) years of related experience; and
- At least three (3) years of experience managing employees, consultants, projects, or programs; or
- Any equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
- Demonstrated ability to lead a project team and develop and maintain productive working relationships with internal and external parties.
- Ability to envision and anticipate technological changes and their impacts on processes, and to encourage staff development to keep up with technological changes.
- Demonstrated ability to gather, analyze and present technical and/or scientific information in a clear and understandable manner.
- Knowledge and familiarity with relational databases. Knowledge of SQL and familiarity with Oracle RDBMS preferred.
- Demonstrated ability to communicate and work effectively in a team of scientists, engineers, and computer professionals. Excellent interpersonal, written and oral communication skills are required.
SPECIAL REQUIREMENTS:
A valid Massachusetts Class D Motor Vehicle Operator's License.
TOOLS AND EQUIPMENT USED:
Office equipment as normally associated with a professional office environment, including the use of telephones, personal computers, word processing, and other software, email, videoconference applications, copiers, scanners, and fax machines.
