What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $65,523.00 - $108,113.00. We also offer generous benefits for full-time employees which include but are not limited to:

This is a limited position with an expected end date of December 31, 2025, with the possibility of extension.

Location

The City and County of Denver supports a hybrid workplace model. In this position, you can expect to work in the office a minimum of 3 days per week. Employees must work within the state of Colorado on their off-site days. The office for this position is located at 101 W. Colfax Ave a minimum of 3 days per week.

What You’ll Do

Denver's Department of Public Health and Environment (DDPHE) is dedicated to advancing Denver's environmental and public health goals. DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to public health and the environment and is comprised of seven divisions: Shared Services and Business Operations; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; Emergency Management and Medical Operations; and Environmental Quality. The Epidemiology and Data Science section, within the Division of Shared Services and Business Operations, has an opening for a Data Analytics Associate beginning on January 1, 2025. This analyst will work for 2/3 of their time on the Roads to Recovery program, while the remaining third will be applied to other data systems, analysis, and reporting projects with various DDPHE divisions. Roads to Recovery is a Mayoral Initiative providing intensive case management to justice-involved Denver residents with high-acuity behavioral health challenges. Roads to Recovery works across city agencies and service providers to move participants struggling with substance use or mental health out of the criminal justice system and into a coordinated intervention, treatment, and rehabilitation pipeline.

Specifically, as the Data Analytics Associate, you will:

  • Managing and further developing the Roads to Recovery program database (housed in SharePoint lists), data collection tools, related workflows, and reporting.

  • Supporting the Roads to Recovery program team with data-related needs and support on an ad hoc basis, including building new workflows, updating dashboards, writing queries, conducting analysis, and providing training to data users.

  • Creating dashboards reporting key Roads to Recovery program metrics.

  • Cleaning and maintaining Roads to Recovery program data.

  • Analyzing and visualizing quantitative and qualitative program data.

  • As needed, completing other data-related projects for the department, including projects related to animal protection, residential and restaurant inspections, air and water quality testing, behavioral health programming, population health analysis, internal operational improvements, etc.  Projects may include building, maintaining, and refreshing dashboards; writing queries for ad hoc data needs and analysis, creating data visualizations and providing data-related support and training.

  • Along with all DDPHE staff, actively participate in emergency preparedness and response team activities to support DDPHE’s responsibilities outlined in the City’s Emergency Operations Plan. This may require being ‘on-call’ from time to time respond to emergencies. Training will be provided.

  • Other duties as assigned.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Bachelor’s or Master’s degree in a data-related field (Biostatistics, Computer Science, Mathematics, Statistics, etc.) or public health-related field with additional study or work experience in data science or analytics.

  • The ability to work with and analyze large data sets, including writing queries, cleaning, and validating data, conducting analyses, and creating visualizations to report your findings.

  • The ability to develop and manage ETL (Extract, Transform, Load) processes to extract and transform data from multiple sources, ensuring data quality and alignment with business requirements.

  • Experience utilizing Microsoft PowerBI, Tableau or other analytics/visualization tools to build data visualization dashboards for operational and public reporting.

  • Experience with Microsoft tools, including SharePoint lists.

  • Experience with open-source programming languages and tools used for data engineering and analysis (SQL, DAX or M, Python, R/R Studio, etc.) and/or the interest and aptitude to build programming skills as required.

  • Familiarity with qualitative methods and experience using qualitative analysis software tools (e.g., NVivo, Atlas.ti, MAXQDA, Dedoose) for coding, data organization, and analysis.

  • Strong time management, project management, and collaboration skills, including the ability to juggle multiple projects, work with a team, and deliver on a deadline with support from a supervisor or lead analyst.

  • Strong communication skills, including the ability to present analytical findings in a concise and engaging way, written or in person, especially to audiences who may have a range of comfort levels with data and analysis.

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Computer Science, Information Systems, Statistics, Actuarial Science, Business Administration, or other related field.

  • Experience Requirement: Two (2) year of professional level experience with data extraction, data management and programming, and using data and reporting to answer audit questions.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for experience requirements.

  • License/Certifications: None.
