Executive Office of Housing and Livable Communities (EOHLC) is seeking a Public Housing Data Analyst in the Division of Public Housing & Rental Assistance!

 

AGENCY MISSION:

The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

 

Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

 

 

OVERVIEW OF ROLE:

The Public Housing Data Analyst (PH Data Analyst) provides analytic support in the areas of data management, documentation, and analysis for programs within Public Housing. This position will play a critical role in providing data support that cuts across the other two Bureaus within Public Housing, including but not limited to: vacancy data, Common Housing Application for Massachusetts Public-Housing (CHAMP), Performance Management Review (PMR) data, Annual Plan (AP) data, financial data, tenant data, and resident service program data. They will conduct data work, especially data analysis.

 

The Division of Public Housing and Rental Assistance (DPHRA) funds and provides oversight of approximately 43,000 units of state-aided public housing owned and operated by 229 Local Housing Authorities (LHAs). These LHAs serve tens of thousands of households across the Commonwealth, with median incomes below 30% of Area Median Income. DPHRA uses various databases and user applications in its effort to make data-driven decisions that improve programs and outcomes.

 

The PH Data Analyst is responsible for designing, building and running regular and ad hoc reports to analyze policy implications and program performance, deriving insights and presenting information from data analysis as needed. The PH Data Analyst is responsible for ensuring that relevant data is well-organized, accurate and verified, and accessible at all times. The PH Data Analyst is expected to quickly acquire a solid understanding of public housing programs and operations to understand the relevant data points to respond to policy questions.

 

This position plays a primary role in responding to data requests from Division staff, other divisions within EOHLC, legislative staff, and advocates. The PH Data Analyst also works closely with LHAs to provide data-related technical assistance on EOHLC programs and coordinates with software vendors, as necessary. The PH Data Analyst may assist in identifying, procuring, and managing additional reporting and data analytics tools as needed to effectively administer, evaluate and improve our programs.

 

Travel may be required.

 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

 

1. Data Management:

·       Support Public Housing in managing, maintaining, and ensuring accuracy of all relevant data and producing reports, visualizations and/or presentations that drive policy and program development and improvement.

 

2. Data Analysis

·       Support Public Housing with data analyses, research projects, and/or program evaluations that drive policy and program development and improvement.

·       In conjunction with other data and systems staff, support expansion of Public Housing’s data analytics and research capabilities. This may include the implementation or improvement of business intelligence and Geographic Information Systems (GIS) mapping tools.  Support training efforts for Division staff on new tools. 

·       Stay informed and be knowledge about best practices related to data management and analysis and program evaluation.

 

3. Reporting & Monitoring:

·       In conjunction with other data and systems staff, design processes that ensure the use of standard reporting so that data can be used to establish program benchmarks in order to monitor program performance, compliance, and integrity.

·       Develop canned reports and queries to extract data from various systems and data warehouses for general use by Public Housing staff using various methods.

·       Respond to ad hoc requests for customized reports from Public Housing staff and stakeholders.

 

4. Program Performance:

·       Work with Public Housing staff to identify, develop, and implement quality assurance benchmarks, reports, and systems in order to monitor program performance.

 

5. Technical Support & Training:

·       Provide technical support for information systems used by Public Housing, including review of the quality, accuracy, and efficiency of existing queries, analysis, procedures, systems, and reports.

·       Coordinate with colleagues to expand their capacity in using data to monitor and improve their respective programs.

 

6. Collaboration:

·       Collaborate with data partners from other divisions across the agency, Information Technology Unit, and interagency and external research partners as necessary.

 

PREFERRED QUALIFICATIONS:

1.     Experience with any of the following is preferred: APIs, writing efficient SQL queries, Snowflake, GIS Mapping (ArcGIS), and Business Intelligence Tools (especially Tableau), statistical analysis software (Stata, R Studio, etc.).

2.     Knowledge of public housing and/or low-income housing data and research are preferred.

3.     Extensive experience with Microsoft Office applications including at least intermediate proficiency using Microsoft Excel, Access, Word, PowerPoint and Outlook. Adept at learning new applications quickly.

4.     Experience with data management and analysis for social service programs.

5.     Strong analytical capabilities and demonstrated experience with data analysis and presenting of findings.

6.     Ability to communicate clearly and effectively both orally and in writing, with attention to detail and thoroughness for program evaluation and follow-up.

7.     Ability to take initiative, work independently with minimal supervision and collaboratively in a team setting.

8.     Ability to provide guidance to diverse groups and elicit support and cooperation.

9.     Occasional evening or weekend work may be required as part of the regular duties of this position.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

 

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

 

Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth’s website.

Minimum Entrance Requirements:

Applicants must have (A) at least two years of full-time or equivalent part-time professional or technical experience performing related duties that include business data recovery, analysis, query design, reporting and statistical analysis; or (B) any equivalent combination of the required experience and the substitutions below   

Substitutions:  

I.    A Bachelor’s degree or higher with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for the required experience
