The Department of Health Care Services (DHCS) is seeking a highly skilled Enterprise Data Management Subject Matter Expert (EDM SME) to lead and manage data quality initiatives. The EDM SME will play a pivotal role in defining enterprise data requirements, leading data quality teams, overseeing data migration, and ensuring compliance with DHCS Enterprise Data Management Strategy and HIPAA regulations. This is a key staff role with a focus on excellence in data management practices and tools.

WORK SCHEDULE: Monday - Friday

LENGTH OF CONTRACT: March 3rd 2025 -March 2nd 2027

WHAT YOU'LL DO:

  1. Develop Enterprise Data Requirements:

    • Define and document data standards, models, and frameworks to align with organizational goals.
  2. Lead Data Quality Teams:

    • Collaborate with core and extended teams to design and implement data quality strategies.
  3. Oversee Data Migration Plans:

    • Guide data migration efforts to ensure seamless integration with target systems.
  4. Provide Risk Assessments:

    • Identify potential risks, constraints, and limitations related to data management processes.
  5. Train DHCS Staff:

    • Develop and deliver training plans for effective knowledge transfer.
  6. Ensure Compliance:

    • Align all data practices with DHCS policies and HIPAA healthcare transaction requirements.

What YOU'LL BRING:

Candidates must meet all the following criteria to qualify:

  1. HIPAA Expertise:
    • Minimum 3 years of experience interpreting, analyzing, and applying HIPAA healthcare transaction requirements.
  2. Data Management Experience:
    • At least 3 years of experience managing, analyzing, and maintaining large, complex data sets.
  3. Data Standards & Quality:
    • Minimum 3 years of experience designing and applying data quality standards and requirements.
  4. Tool Implementation:
    • At least 3 years of experience implementing electronic tools or software to support data quality management.
  5. Framework Development:
    • Minimum 3 years of experience developing enterprise data quality management frameworks.

Desirable Qualifications:

Applicants may earn additional points for the following:

  1. Education:
    • Bachelor's degree or higher from an accredited institution.
  2. Medicaid Program Experience:
    • Experience with Medi-Cal or other Medicaid programs as a Data Quality Analyst, Business Analyst, or Business Intelligence Analyst
  3. Business Intelligence Tools Expertise:
    • Proficiency with tools such as SAS, Microsoft Power BI, or Tableau
  4. Data Management Methodology:
    • Experience applying frameworks like DMBOK or similar methodologies
  5. Service Level Agreements (SLAs):
    • Proven experience creating and implementing data quality SLAs
