New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview: The Authorizing department cultivates innovative, high-quality learning opportunities and provides Texas families with the necessary information to access these options. The aim is to support more students in finding high-quality, best-fit schools. TEA assists LEAs in creating diverse options, including charter and virtual/hybrid schools, through start-up and replication grants, accelerator programs, and incubation supports. It establishes authorizing best practices across Texas through multiple technical assistance pathways and ensures the portfolio of opportunities for Texas families is of high quality through evaluation, monitoring, and oversight.

The Senior Analyst for Authorizing plays a crucial role in delivering timely, usable, and valuable information on various aspects of charter school processes and operations. Utilizing tools such as SAS, SQL, PowerBi, Excel, and AWS, this individual develops complex descriptive and analytical data products that illuminate the charter school landscape in Texas. The analyst is responsible for managing, building, updating, and maintaining data sets and visualizations to support ad hoc requests and meet the needs of the Texas Legislature, State Board of Education, Commissioner of Education, and other key stakeholders. Additionally, they design and test models to provide insights into new and developing policies impacting all schools in Texas. This role also involves coordinating, validating, documenting, and managing access to the team data warehouse using SAS and SharePoint, ensuring timely analyses with validated data across the Texas Education Agency (TEA). The Senior Analyst leads the selection of analytical and data management tools for projects within the division.

This professional serves as a subject matter expert in data, technologies, and programming techniques related to the Authorizing department. They monitor and communicate shifts in underlying data structures, technical infrastructure, and business rules to both internal and external customers, including policymakers and executive leadership. Utilizing Smartsheet and other specialized TEA systems, they manage their project load efficiently. This role operates under limited supervision, allowing for moderate latitude in the use of initiative and independent judgment. Key workstreams that are supported by this analyst include: Annual Reporting, Legislative Data Requests, and Fee and Leaver Reporting.

This analyst may oversee or guide the work of other staff in the EDRS division.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Reporting and Analysis: Designs, builds, updates, and improves existing and data queries, data sets, visualizations, and reports using SAS, PowerBI, Microsoft Excel, PowerPoint, and other specialized tools to support recurring and ad hoc reporting about charter schools and the operations of the Authorizing department meeting internal and external requirements. 
2. Data Infrastructure Manager: Leads with the EDRS and Authorizing team leadership to define, implement, and enhance processes that promote and enable the strategic use of the Authorizing data infrastructure within TEA by the general public; develops, implements, tests, documents, and maintains data governance standards, management tools, usage guidelines, and any storage procedures related to the Authorizing department; conducts necessary research to understand evolving user needs and selects appropriate technological tools to ensure the data storage approach is user friendly; maintains documentation for Program Area Data Warehouse and associated processes.
3. Subject Matter Expert: Serves as a subject matter expert for publicly developed authorizing data supporting third-party applications to support data use; serves as the subject matter expert of communication efforts related to public facing data products; manages and produces charter school data in response to legislative, media, and public information requests using SAS programs, SQL queries, Microsoft Excel, specialized TEA systems, and Smartsheet.
4. Quality Control: Oversees and conducts quality review of data products developed within EDRS by developing and implementing quality measures and providing feedback about data and visualization products, including input to improve the quality and rigor of data and analyses.
5. Client Management: Partners with professionals from the Authorizing department to identify, design, plan, report on, and evaluate work products; collaborates with relevant stakeholders to understand their data and policy needs; incorporate their feedback, and communicate recommendations; independently maintains relationships with relevant program leads on client teams, and maintains relevant documentation in Smartsheet.

 

Qualifications

 

Minimum Qualifications
• Education: Graduation from an accredited four-year college or university
• Experience: At least four (4) years of experience in data analytics, research, compilation, or reporting work 
• Substitutions: An advanced degree may substitute for two years of required experience.

Other Qualifications
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military 
• Knowledge of advanced statistical processes and large data set use in fields including education policy research, econometrics, demography, education efficacy, data science, or predictive analytics 
• Skill in using statistical software, including strong skills in SAS
• Knowledge of programming techniques and languages used in relational databases, including SQL
• Experience in developing tools in business intelligence software, including PowerBI
• Ability to plan, organize, and manage multiple work streams and projects with minimal supervision
• Knowledge of research methods, principals, and philosophies, and experience with implementing of research processes including writing and dissemination activities
• Ability to gather qualifications and delimiters from multiple stakeholders and incorporate them into analyses
• Experience with leading a team of researchers and technicians to collaborate in completing a research project is preferred 
• Experience in maintaining effective working relationships with a variety of individuals and groups
• A desire to self-reflect, give/receive feedback and continuously improve
