 As HCLS’ Program Evaluation and Data Analytics Manager, you love honoring the public trust by employing the highest of ethical standards. You provide leadership to build and grow the library’s evaluation and data culture.  You collaborate with executive management and leadership teams to identify, analyze, and interpret trends and patterns in complex data sets. You build and maintain internal and external evaluation and reporting measures, including dashboards and data visualizations. You manage the library’s continuous research, evaluation, and quantitative and qualitative data analysis efforts.  When it comes to program evaluation, data analytics, data visualization, and strategy, you can do it all. Essential Functions: 

  • You understand ‘the big picture’ and partner with the executive and leadership teams on all strategic and tactical matters as they relate to program evaluation, data analytics, development and tracking of performance metrics. 
  • You create and lead qualitative and quantitative data collection and analytic strategies to identify key community insights and needs. You provide predictive analytics to make valid predictions about future community behavior. 
  • You use qualitative and quantitative data to tell the story of HCLS’ accomplishments and opportunities. 
  • You create statistical models from surveys, studies, and evaluations to measure effectiveness of classes, events, and initiatives.  
  • You recommend key performance indicators and metrics to identify best practices and benchmarks, ensuring equitable service delivery and identification of opportunities to increase the impact of HCLS’ services. 
  • You work closely with staff at all levels, community partners, and vendors to make data-driven recommendations that are designed to support and inform the direction of strategic initiatives. 
  • You conduct analyses of HCLS classes, events, and initiatives to identify successes and areas of opportunity with the goal of ensuring HCLS offerings are the best fit for the community’s interests, aspirations, and needs. 
  • You create visualization dashboards to communicate analytics effectively and in a meaningful way, while working collaboratively across the organization to ensure the credibility, reliability, and value of the data. 
  • You participate in and recommend data-driven approaches to program evaluation, budget development, staffing analysis, policy development, facilities planning, and feasibility research studies. 
  • You gather, analyze, and interpret a wide variety of economic, demographic, geographic, ethnographic, library, and social data, and translate it into meaningful and actionable recommendations. 
  • You create systemwide and branch-specific demographic profiles and forecasts to ensure appropriate organizational response to community needs. 
  • You embrace HCLS’ vision and apply it to your daily operations and teamwork. 
  • You are actively engaged and add value to the leadership team in goal setting and strategic planning.

Requirements

 Do you have what it takes? 

  • You hold a bachelor’s or graduate degree, preferably in program evaluation, statistics, mathematics, education, assessment, or a data management related discipline. 
  • You have a minimum of 3 years’ experience working with program evaluation, data analysis, and reporting tools. 
  • You have excellent people skills, including the ability to work effectively with others and enjoy it. 
  • You have been an integral part of a business, library, or nonprofit organization’s success story. 
  • You have strong interpersonal skills with demonstrated ability to motivate and lead groups, committees, and other planning structures, and communicate and manage well at all levels of the organization. 
  • You have demonstrated the ability to develop and maintain effective relationships with diverse groups. 
  • You have strong problem-solving skills with demonstrated ability to make decisions based on accurate and timely analysis, and to develop new processes and procedures in response to changing community expectations and system-wide goals. 
  • You have demonstrated the ability to communicate effectively and clearly, both orally and in writing. 
  • You maintain regular and predictable attendance. 
  • You have a current valid driver’s license.    

Additional Details: 

  • Position located at the Administrative Branch with regular branch visits and remote work as directed. 
  • Works under the supervision of the Chief Operating Officer, Public Services. 
  • Full-time, 37.5 hours per week, typically Monday – Friday; evenings and weekends, as required. 
  • Grade 12: Beginning salary $63,323 - $77,880, DOQ
