Job Description:

Developing and integrating digital tools and platforms to support MEAL plans for RRM 2.0 project, including creating centralized databases, enriching GIS and M&E systems, and using tools like PowerBI for impact dashboard. The role also ensures secure storage of MEAL data, guides implementing partners in deploying digital MEAL framework, and supports real-time data collection, analysis and reporting across multi-sectoral responses.

  • (40%) Digital Platform Development and Management :

  • Oversee the creation and integration of digital tools and platforms to support MEAL plans, quality indicators, and logical frameworks for the RRM 2.0 project collaboration with the RRM 2.0 Consortium MEAL Working Group.

  • Developing generic Database for ECHO RRM 2.0 project.
  • Continually identify, acquire and enrich the GIS & M&E database with external spatial and quantitative data relevant to the project.
  • Programming & Impact Dashboard; this entails the integration of the Power BI to demonstrate the thematic impact dashboard.
  • Create dynamic linkage between GIS and M&E database of the consortium.
  • Guide implementing organizations (IRC and partners) in the design and deployment of centralized digital MEAL framework, incorporating indicators for outputs, outcomes, and impacts and enabling real-time data access to support informed decision-making.
  • Ensure all MEAL-related data (including reports, baseline surveys, post distribution monitoring (PDM) surveys, are securely stored in digital platform, with controlled access for consortium teams, stakeholders and donors.
  • Provide technical leadership for consortium members and partners, MEAL Technical Working Group (TWG) members for developing and managing digital tools for data collection, analysis and reporting, enabling multi-sectoral program response (WASH, ES and NFI, Health and nutrition, Protection, Multi-purpose cash transfer, and Education in Emergency)
  • Design a digital accountability system to ensure timely feedback mechanisms and track learning outcomes, incorporating tools for data driven program improvement.
  • Oversee the consolidation and submission of the Indicator Performance Tracking Table (IPTT) reports from partners using the digital system, ensuring periodic data quality checks and audits.
  • Foster integration and consistency • Enhance decision making and accountability

  • Digitalized MEAL system will be up and running
  • Collaborate with the MEAL Working Group and program teams to promote a culture of evidence-based programming, supported by robust digital platforms for real-time data access and analysis.
  • Ensure the adoption of digital technologies and platforms (CommCare, KoBO, Mobenzi, LMMS, RedRose) for beneficiary registration, data collection, storage and dissemination in alignment with the MEAL framework.
  • Support the establishment and maintenance of RRM 2. consortium database and digital management systems, ensuring records are systematically filed, updated, and accessible.

(30%) Collaboration and Coordination

  • Leverage digital platforms to plan and manage quarterly consortium coordination meetings, enabling real-time progress tracking, experience sharing, and documenting key learnings.
  • Support joint monitoring visits with local and regional government representatives through digital tools to capture progress and insights efficiently.
  • Provide technical support to consortium partners in preparing high quality donor reports by using data aggregation and visualization tools to meet reporting schedules.
  • Ensure all submitted reports, including monthly, quarterly, and annual submissions, align with the MEAL Framework and donor standards (e.g., ECHO and IA). • Use digital platforms to enhance consortium-wide understanding of MEAL objectives and frameworks. Plan and deliver virtual orientations, workshops, and training sessions to ensure alignment among RRM 2.0 consortium partners

(30%) - Digital Data collection, analysis and knowledge Management

  • Leverage digital platforms to organize project familiarization and validation workshops, as well as biannual RRM 2.0 project review and learning forums. Use data-driven insights from digital tools to ensure discussions are informed and accessible to a broad audience. • Write reports that meets donor standards and the consortium’s MEAL framework, providing accurate, comprehensive, and timely insights into project progress, challenges, and outcomes.

Knowledge/Qualifications for the Role

  • Bachelor’s degree (Master’s preferred) in Data Science, Statistics, Computer Science, Social Sciences, Monitoring and Evaluation, or a related field
  • Demonstrated experience in developing and managing digital MEAL systems across multiple organizations
  • Advanced proficiency in data analysis tools such as Python, SPSS, R and other statical software, including the ability    to write scripts for data cleaning, transformation and analysis.
  • Strong experience with data visualization tools such as Tableau, PowerBI, or custom libraries in Python (e.g,   Matplotlib, Seaborn, plotly).
  • Knowledge of relational databases (E.g SQL Server, PostgreSQL, or MySQL) and database management skills, including querying and structuring data for reporting.
  • Experience implementing and managing feedback and complaints mechanisms using digital platform or CRM systems

Work Experience/Background

Required:

Bachelor’s degree (Master’s preferred) in Data Science, Statistics, Computer Science, Social Sciences, Monitoring and Evaluation, or a related field

Desirable:

•  Minimum 10 years’ experience in MEAL roles, with at least 2 years working in a consortium or partnership context

•  Demonstrated experience in developing and managing digital MEAL systems across multiple organizations

•  Advanced proficiency in data analysis tools such as Python, SPSS, R and other statical software, including the ability to write scripts for data cleaning, transformation and analysis

•  Strong experience with data visualization tools such as Tableau, PowerBI, or custom libraries in Python (e.g., Matplotlib, Seaborn, plotly)

Knowledge of relational databases (E.g SQL Server, PostgreSQL, or MySQL) and database management skills, including querying and structuring data for reporting;

• Experience implementing and managing feedback and complaints mechanisms using digital platform or CRM systems;

• Expertise in designing and implementing robust data analysis pipelines to generate actionable insights from large datasets

Experience in working with Redrose platform

• Strong understanding of data quality assurance processes, including data cleaning, validation, and triangulation

Communication and Reporting writing skills

  • Proven experience conducting training sessions and workshops for diverse audiences, focusing on digital tools, data analysis, and MEAL systems
  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all
  • Ability to translate complex data into clear, actionable insights through high-quality visualizations and user-friendly dashboards
