Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified individual to serve as the Behavioral Health Quality Management Data Analyst to support the development and implementation of processes designed to assess the services and supports provided by the Behavioral Health service system and subsequently promote data-driven decision making, to improve service quality and impact. This position supports the Division of Community Behavioral Health Services and the Division of Clinical Quality Management in data management, extraction, analysis and presentation as well as performance measure development (to assess and manage risk and quality assurance and support quality improvement planning), and the provision of consultation and technical assistance designed to support system-wide improvement.

Duties include:
• Supporting the creation of statistical (univariate, bivariate, and multivariate) analyses and data visualizations, to track progress toward goal attainment and identify areas of improvement, using a broad range of software applications and collaboration with subject matter experts.
• Knowledge of processes designed to accurately identify statistical correlations and causations.
• Creating annual reports for the BH Quality Management System, designed to tell the DBHDS story, as it relates to the BH service system.
• Providing and managing processes related to the provision of consultation and technical assistance (across the DBHDS BH service system) onsite and remotely, as it relates to risk management, quality assurance, and quality improvement planning, tools resources, and concepts.
• Supporting processes for BH performance measure development.
• Collaborating with internal and external stakeholders and the DBHDS Office of Information Technology to identify, understand and work to address needed enhancements that serve to further ensure data validity and reliability.
• Working with the business area to identify opportunities to develop, implement, and track data quality improvement initiatives impact.
• Establishing and implementing processes for documenting the data origination, data provenance and data governance and metadata (associated with datasets created for reporting) for all BH Quality Management System data used to measure system outputs and individual outcomes for BH Quality Management System performance measure data.

Minimum Qualifications

• Knowledge of developing and implementing statewide data quality improvement initiatives.
• Ability to form collaborative and effective relationships with internal office personnel and external service provider partners.
• Experience collecting, analyzing, documenting, interpreting, and presenting data.
• Experience managing processes and tools related to data analysis and reporting.
• Experience providing and managing the provision of training, consultation and/or technical assistance to service providers (to improve service performance and impact).
• Strong and effective interpersonal communication skills and the ability to interact professionally with a diverse group of stakeholders, partners, and staff.
• Ability to formulate solutions and recommendations based on analyses/evaluations and to communicate clearly and effectively; accurately interpreting and communicating information, ideas, and instructions verbally and in writing.
• Ability to independently perform assignments and ability to multi-task by working on projects while still undertaking day-to-day operations.
• Experience handling multiple projects and conflicting priorities.
• Experience with the Microsoft Office Suite including Excel, PowerPoint, Word, Teams, SharePoint, Microsoft Forms, and Power BI
