DHCD is looking for an innovative Data and Research Manager to join our Policy and Legislative Services Division, someone who is passionate about data, curious about research, and eager to influence decision-making on a large scale.
As the Data and Research Manager, you’ll be the architect behind the agency’s data strategy. In this role, you will lead a talented professional, guiding them in transforming raw data into strategic insights. You’ll oversee our data modernization efforts, ensuring that our data is organized, secure, and ready to serve as the foundation for sound policy and program decisions. From driving cutting-edge analytics to spearheading data privacy measures, you’ll play a key role in turning information into action.
You’ll work alongside diverse teams, guiding them to use data in ways that advance our mission and help us deliver strategic goals. Whether you’re conducting advanced statistical analyses or collaborating with IT to develop intuitive dashboards, your contributions will be central to how we make data-driven decisions across the agency.
What you’ll do:
Lead the data strategy by supervising a professional in the collection, analysis, and reporting of accurate data
Shape Data Modernization & Governance (Ensure high data quality through policies)
Champion Data Privacy & Security (maintain compliance and enforce policies)
Develop Data Tools (develop dashboards and collaborate with IT to design data visualization tools)
Manage Data Infrastructure (manage databases to support various use cases related to policy development)

Minimum Qualifications
•Skilled in leading work groups and task teams.
•Skilled in performing data collection activities by identifying and organizing publicly available data or policy information from various reliable sources.
•Skilled in the development of project plans and timelines for data collection and resulting analyses.
•Skilled in researching quantitative and qualitative data.
•Strong research and technical writing skills.
•Demonstrated knowledge of survey methods and analysis of responses.
•Excellent interpersonal and communications skills with the ability to work independently and with others as part of a team.
Additional Considerations
Skilled in identifying and engaging stakeholders relevant to housing, construction, and economic development is preferred.
Prefer experience working with CoreLogic or CoStar to sort, collect, and analyze housing and construction data.
