HIRING RATE: $72,190.00 (FLAT)
The Office of Building Water System Oversight (BWSO) within the Bureau of Environmental Sciences and Engineering (ESE) is responsible for conducting inspections to ensure compliance with various rules and regulations aimed at improving the operating conditions of various engineered systems such as cooling towers, water tanks, evaporative condensers, internal plumbing, and wastewater systems to prevent risks associated with these systems. As a result, the program is responsible for the data management of cooling tower registration, inspection, compliance, laboratory results and outbreak incidents, and supports the management of drinking water tank inspection data. The program's work spans from data collection to comprehensive analysis, contributing to the development of regulatory strategies and identifying disease risks while assessing effective mitigation practices. BWSO is looking for a Data Analyst to join the Data Analysis and Special Projects Unit.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Assist in applying data analytics and manage databases to drive insights from inspection and research data, to enable better decision-making through improvements and recommendations that align with strategic Agency objectives and BWSO's regulatory enforcement for building water systems.
- Support the design and maintenance of basic databases and assist in developing tools to enhance the connection between data, field operations, compliance, and technical units within BWSO.
- Assist in troubleshooting data tools for internal and external users, including web-based registration portals, mobile inspection tools, and basic data/spatial analysis applications (e.g., Excel, Access, SQL).
- Coordinate data exchange tasks with external agencies, ensuring timely and accurate updates as directed by senior staff.
- Perform basic data validation and cleaning tasks, documenting changes and following established best practices for quality assurance.
- Contribute to the development and documentation of standard operating procedures (SOPs) for tools and data collection processes under guidance.
- Assist in managing scheduling and inspection data to support program goals and field operations.
- Generate standard reports and visualizations to assess and present program outcomes as required.
- Participate in research and evaluation projects, assisting in analyzing building water systems data and addressing performance-related questions.
- Collaborate on feature requests and improvements for data collection applications and web systems based on feedback and user needs.

PREFERRED SKILLS:
- Assist in managing data systems and creating reporting tools to support field operations and research activities.
- Learn to integrate and manage data from multiple sources, perform basic statistical analyses, and produce reports under supervision.
Basic knowledge or introductory experience with SQL, Access, VBA, Python, R, or GIS tools, with a willingness to learn and develop skills in other tools such as SAS or Tableau.
- Familiarity with basic data structures and systems, including foundational knowledge of XML and SQL, with a focus on building skills in data organization and analysis.

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
