The Data & Analysis team at the Oregon State Hospital is seeking to hire a Business Analyst on a Limited Duration basis to assist with planning, analyzing and managing the process for the storage, retrieval, and transformation of data from the hospital’s electronic health record and other disparate data bases into a functional data warehouse.
What you will do!
This position will work with various hospital staff to determine requirements and specifications for reporting needs throughout the hospital which includes medical, clinical, financial, security and social services. This position will work as a consultant between the hospital and data warehousing team for the development, adoption and use of a data warehouse, as well as other data system projects. This role’s focus is in the initial stages of bringing in new data, focusing on defining and designing data table structure and table relationships. This position will require appropriate analytical and technical skill sets to deal with the data intensive, data relational warehousing work.
The long-term vision for the program is to provide the hospital with the capability to produce accurate, timely, high-volume, and actionable data. This position will work with Data & Analysis staff and the Technical Services team to develop the infrastructure to produce a business intelligence system for performance metrics, benchmarking, data mining and statistical anaylsis which allows the hospital to continue to be a data driven facility. As such, this position will support strategic reporting, LEAN management, research topics, and hospital administration with data transformations to allow data visualizations and distribution of business knowledge.
Working in conjunction with hospital staff, project team, information system staff, and other agencies to analyze, plan, and document system implementation activities such as:
- Functional Requirements
- Use Cases
- Implementation plans
- Data conversion plans
- Testing plans
- Maintenance and support plans
Assist with the design, development, and maintenance of the OSH data warehouse, and other data delivery and/or data transformation tools. This effort will include:
- Mock-ups
- Implementation and testing
- Developing and completing data audits and validation for hospital data and assisting in maintaining a data source catalog
Act as a liaison for internal data system projects. This effort will include:
- Requirements gathering through interviews and other means with clinical staff and departments
- Understanding hospital data sources and formats and their underlying logic
Helping the hospital define its business rules
This position is designed to work 40 hours per week during normal business hours (Monday through Friday 8:00am to 5:00pm). Schedule flexibility can be negotiated with emphasis on the business needs of the position. This position is intended to be primarily a remote work position, but in-office arrangements can be made. Work is performed with the use of computer, telephone, and other technologies; participation in meetings with co-workers and stakeholders; and emphasis on Lean methodologies.
The nature of work within Data & Analysis is subject to fluctuating workloads and priorities in dealing with highly complex, sensitive and/or political issues. Occasional contact with angry or confused employees, patients, other agency representatives, and members of the public is possible. Incidental local and in-state travel may be required.

What are we looking for?
Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, Mathematics or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.
