Job Description Summary
The New York City School Construction Authority (SCA) is seeking an experienced and strategic Director of Business and Data Analytics. This leadership role is critical to ensuring that the SCA’s policies, business processes, and data/analytics are streamlined to support the Authority’s mission.The Director will lead the development and optimization of policies, business processes, and strategies, overseeing a team of data analysts and process and policy writers. Although technical expertise in data analytics is not required, the Director will work closely with the team to ensure that insights derived from data are effectively integrated into the SCA’s decision-making processes. They will also develop programs and measurement approaches to enhance operational efficiency, reduce costs, and accelerate project delivery.
Job Description
Responsibilities include:
1. Leadership & Team Management:
- Manage and provide guidance to a team of data analysts and a team of process and policy specialists, ensuring their delivery of thoughtful, comprehensive and actionable work products to improve the SCA’s operations and project management.
- Foster a collaborative, results oriented culture, focused on data literacy, knowledge management and continuous improvement within the team.
- Promote effective communication between business units and operational teams to ensure that agency documentation and data analyses align with business goals.
2. Business Process and Policy Development:
- Oversee the development, review, and implementation of business policies and processes within the SCA, ensuring alignment with the agency's strategic objectives and compliance with public sector regulations and facilitating knowledge sharing across the agency
- Collaborate with senior leadership and cross-functional teams to design policies that streamline workflows, improve efficiency, and enhance service delivery to NYC schools.
- Regularly assess the effectiveness of existing policies and processes, proposing improvements as necessary to optimize operational outcomes.
- Create documentation in support of SCA goals regarding training, professional development, knowledge sharing and succession planning.
3. Data Analytics and Reporting:
- Support the integration of data analytics into all levels of decision-making within the SCA, ensuring that departments leverage data to inform various aspects of processes and projects.
- Develop key performance indicators (KPIs) that align with the SCA’s mission to enhance school facilities and deliver projects on time and within budget.
- Translate complex data findings into actionable recommendations and strategies that can be easily understood by non-technical stakeholders.
- Ensure the production of timely, accurate, and insightful reports and dashboards that provide leadership with a clear understanding of business performance, project progress, and process efficiencies.
- Evaluate existing data and reporting to identify opportunities for improvement and streamlining.
- Partner with senior management to track and evaluate the success of SCA projects and operations, using data to guide decision-making and strategic planning.
- Provide leadership with periodic updates on data-informed improvements and operational progress.
4. Collaboration & Stakeholder Management:
- Serve as the primary liaison between the business and data analytics team, and other SCA departments, ensuring alignment between operational objectives, policies, and data analysis capabilities.
- Lead cross-functional initiatives to improve organizational performance, collaborating with departments such as project management, construction, procurement, and facilities planning.
- Engage with key stakeholders, including senior leadership and external partners, to present strategies that support the SCA’s mission and goals.
5. Continuous Improvement:
- Stay abreast of best practices in business operations, public sector policy, and data analytics
- Foster a culture of continuous learning within the business and data analytics team, ensuring team members are equipped with the tools and knowledge needed to enhance their capabilities.
- Recommend and support the adoption of new processes, tools, or technologies that will further the SCA’s operational and data-informed goals.
Required Qualifications:
- Bachelor’s degree
- Twelve years of full time, administration, experience in operations, construction, management, administration, or a related field; five years must be in an administrative or managerial capacity or a satisfactory combination of education and experience.
Preferred Qualifications:
- Bachelor’s degree in Public Administration, Business Administration, Operations Management, or a related field (Master’s degree preferred).
- 7+ years of experience in business operations, process improvement, or policy development, with at least 3 years in a leadership role, ideally within the public sector.
- Demonstrated experience leading and managing cross-functional teams, with a focus on operational efficiency, process improvement, and data-informed decision-making.
- Familiarity with the role of data analytics in public sector organizations and how data can inform long-term planning and project delivery.
- Strong understanding of public sector regulations, particularly those relevant to public infrastructure and construction, and the ability to navigate government processes.
- Exceptional project management, organizational, and communication skills, with a proven ability to manage multiple priorities in a complex and fast-paced environment.
Preferred Skills:
- Familiarity with business intelligence tools, data visualization platforms, and reporting systems.
- Knowledge of construction project management, facilities planning, or public infrastructure development.
- Experience working with or within New York City government agencies or other public sector organizations.
