UNDP’s Youth Empowerment Portfolio in Asia and the Pacific (YEP-AP) aims to invest in and empower young people across the region, to accelerate the implementation of SDGs. YEP-AP believes that youth can be leaders, who create inclusive and equitable societies free of discrimination. They can make a positive difference by taking on the challenges through social innovation, mobilizing their peers and communities, and creating adaptive and innovative solutions.

YEP-AP strengthens youth empowerment at all levels for maximum, collective impact across the region: 

  • Promoting youth-friendly policy and regulatory environments at the upstream level, 
  • Strengthening the capacities and connections between key stakeholders at the midstream level, and
  • Directly supporting young people at the downstream level. 

Covering all these bases through interventions reinforcing each other will collectively create a greater and more sustainable impact.

The portfolio will directly target across the Asia-Pacific region, with many more benefitting indirectly from YEP-APs activities. These 250,000 young people benefits will also extend to the broader community, including underserved and marginalized communities supported by young social entrepreneurs, climate advocates and activists.

YEP-AP consists of 4 programming pillars: of Youth Entrepreneurship, Youth and climate Action, Youth & Digital Skills, and Youth Political Participation and Peacebuilding with cross-cutting programmatic interventions around Diversity, Equity, and Inclusion. The portfolio also expects to support Asia-Pacific UNDP country offices in identifying opportunities to replicate national youth portfolios and with the scale of the interventions and complexity, needs capacities to operationalize the programming activities.

In order to achieve above objectives and programme results, the portfolio needs to have a robust Monitoring, Evaluation and Learning (MEL) system with reliable evidence. With this context, YEP-AP intends to engage a Data Management Specialist to develop and pilot a data management system to support MEL. 
 

Duties and Responsibilities 

The Data Management Analyst will report to the Program Specialist Civil Society & Youth at Bangkok Regional Hub with the close supervision of Regional Youth Project Manager, and work in close collaboration with the UNDP regional and country offices and other key parties. The success of the project depends on the timely delivery of each component. The Project Manager should ensure timely identification of potential risks and signal any delays in deliverables. The contract will be effective immediately upon signature by UNDP.

UNDP BRH will have the following responsibilities: (i) Provide relevant documents; (ii) Discuss and agree on the methodologies of the assignment; and (iii) Monitor and evaluate the progress of the assignment. UNDP will hold the copyright of the assignment deliverables. The present ToR may be subject to modification, without changing the overall objective and the scope of work, on the basis of mutual consultations.

Database management

  • Serve as primary data steward and custodian for YEP-AP 
  • Lead the development and documentation of an inclusive and accessible data infrastructure for MEL using digital tools to set up a scalable, replicable, and sustainable system that can support ongoing and future data collection, analysis, and reporting while ensuring the data and system’s accessibility, effectiveness, efficiency, relevance and security
  •  Map out the data life cycle across the portfolio using a data flowchart and other similar tools and frameworks to reflect how data moves through the MEL system
  • Develop a set of data management guidelines for both physical and electronic data including protocols for data entry, storage, security, and sharing, among others, to ensure data integrity and security
  • Develop a Data Quality Assessment (DQA) plan that sets the standards for data accuracy, consistency, and completeness—setting benchmarks and criteria for evaluating the quality of data
  • Develop data and digital products including, but not limited to, collection tools, dashboards, and reports, that are critical for accountability, transparency, and learning

Monitoring, evaluation and learning

  • Support capacity building of team members and other relevant stakeholders by facilitating learning activities such as, but not limited to the following:
  • Data privacy and protection aligned with UNDP and relevant standards
  • Using data and digital products developed
  • Regular data review
  • Document product development for potential scaling or replication which may include outlining of processes, challenges, and solutions
  • Support administration of data collection tools, as needed
  • Support recruitment of human resources relevant to data management, as needed
  • Support MEL and knowledge management activities, as needed

Support in Diversity, Equity, and Inclusion (DEI) initiatives

  • Ensure accessibility features of data and digital products developed
  • Provide feedback on relevant DEI and LNOB outputs
  • Support DEI initiatives, as needed

Assist in knowledge management and dissemination

  • Provide support to Identify and synthesize best practices and lessons learned directly linked to the office goals and activities. 
  • Contribute to knowledge networks and communities of practice

  Required Skills and Experience
  Education:
  • An advanced university degree (Master’s degree or equivalent) in management information system, computer science, data science or any related fields to the scope of the assignment.
  • A first-level university degree (Bachelor’s degree) in management information system, computer science, data science or any related fields to the scope of the assignment in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree. 
Experience:
  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in product development, data management or relevant related field is required. 
  • Experience in product development, data analytics, and data management is required. 
  • Experience in the usage and development of information systems, Microsoft suite and advanced data processing tools, and other digital products.
  • Extensive and proven knowledge of UNDP’s policies, procedures and practice including data principles and data privacy and protection is an asset  
  • Experience in an international organization, UN agency or international NGO is an advantage.

Required languages:

  • Excellent English language skills (particularly on written English) is required; Thai language skills would be an asset
