Department Summary:

The mission of the Office of Student Protections and Title IX (OSP) and the Equal Opportunity Compliance Office (EOCO) is to promote a District that is free from abuse, discrimination, harassment, and retaliation. To fulfill this mission the Office of Student Protections (OSP) and Title IX / Equal Opportunity Compliance Office (OSP/EOCO) responds to, investigates, resolves, and transforms cases related to interpersonal harm toward individuals with an actual or perceived membership of protected categories under federal law and the district’s nondiscrimination policy as well as other forms of harm impacting students

Job Summary:

Reporting to the Director, Civil Rights Compliance, the Senior Data Analyst will support OSP/EOCO in providing timely and accurate data to stakeholders throughout CPS (e.g. OSP/EOCO leadership, central office/network leaders, the Board, etc.), as well as external stakeholders (e.g. the U.S. Department of Education Office for Civil Rights, the Illinois State Board of Education, etc.).

This Job will be held accountable for the following responsibilities:
Responsibilities are not limited to those listed and may evolve as needed.

  • Spearhead process for fetching, cleaning, and processing report, investigation, and demographic data from Aspen, Guardian, and other District sources, in collaboration with internal stakeholders throughout OSP/EOCO and CPS, and use a variety of tools, including but not limited to, SAS, Visual Basic, Microsoft Office, Google Docs/Sheets/Slides, SQL Server Management, and others to perform complex analytics and problem solve;
  • Use visualization tools, including PowerBI, to create dashboards, infographics, and other interactive deliverables to increase data transparency within OSP/EOCO and help answer data questions for internal and external stakeholders, and assist training end users on using and accessing OSP/EOCO programs and tools, including PowerBI;
  • Compile, manipulate, and analyze data using appropriate statistical techniques to produce reports and slide presentations for internal and external stakeholders, including the Board;
  • Fulfill internal and external data requests, including Freedom of Information Act requests, Office for Civil Rights (OCR) productions and requests, and ad-hoc reports in a timely manner, and identify opportunities for data exploration and analysis, including additional uses for OSP/EOCO data, both within OSP and in collaboration with other offices, such as collaborating with ITS staff to ensure secure warehousing of OSP/EOCO data;
  • Advise senior leadership on the resolution of operational issues and collaborate with other CPS offices and departments to track and drive compliance on OSP/EOCO priorities, such as training completion
  • Customize OSP/EOCO’s case management system as department’s needs evolve, including supporting internal stakeholders in the creation of workflows and support Guardian users in organizing, inputting, and exporting data;
  • Assist with documentation of processes and procedures;
  • Perform data validation to ensure completeness and accuracy of extracted data, and maintain the integrity of extracted data, and develop the logic and script/code/workflows to support complex analysis, and discuss limitations and potential issues with leadership;
  • Other duties as assigned

In order to be successful and achieve the above responsibilities, this position must possess the following qualifications:

  • Bachelor’s degree from an accredited college or university is required;
  • Master’s degree or other advanced degree/certificate in related field preferred.

Experience Required:

  • A minimum of five (5) years professional data analysis experience in a role requiring relationship management and consultative skills required, including;
  • Experience working with Microsoft PowerBI, preferred
  • Experience working with educational data, in civil rights law, with investigative data sets is a plus.

  • Knowledge of and interest in non-discrimination work, and willingness to learn and understand what indicators are most useful in explaining departmental work and trends.

Conditions of Employment

As a condition of employment with the Chicago Public Schools (CPS), employees are required to:

Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
