The Ohio Department of Administrative Services (DAS) is the engine of state government, providing innovative solutions, and supporting the efficient operation of state agencies, boards, and commissions. The Office of Date and Efficiency leads DAS' work to build and implement sustainable strategies for all data analytics and efficiency activities in the state. The office consists of InnovateOhio Platform (IOP) Data Analytics, a program designed to advance the state's data analytics and management capabilities, including the DataOhio Portal which increases state data transparency, It also includes the LeanOhio program that aligns efforts to advance data as a strategic asset and provide innovative solutions to make government services in Ohio simpler, faster, better, and less costly.
Using the improvement methods of Lean and Six Sigma, LeanOhio is helping Ohio's state agencies cut red tape, remove inefficiencies, improve customer service, and achieve measurable results. The LeanOhio team is comprised of Lean Six Sigma experts who serve as internal systems improvement consultants to state of Ohio agencies, boards, commissions, and elected offices.
Job Description
What You'll Do:
Serve as an enterprise LeanOhio Systems Improvement Consultant & Data Lead on continuous improvement efforts (both external & internal to LeanOhio):
- Manage assigned project teams & sub-projects that cover all phases of project management, with activities & responsibilities primarily for pre-scoping, scoping, data/information research & analysis, event facilitation & post-event follow-up meetings for Kaizen & other process improvement events within the LeanOhio portfolio of activities.
- Represent LeanOhio as a Lean Six Sigma expert & skilled facilitator for Kaizen & other process improvement events.
- Determine baseline data, relevant goals, project/process scope, & appropriate methods of engagement.
- Work directly with agency leaders & project sponsors covering all phases of project management & responsibilities involving a variety of state agency leadership, then respective customers &/or stakeholders.
- Assist in researching, applying, & implementing best practices in Lean Six Sigma tools & approaches for transforming state government.
- Identify opportunities for continuous improvement of LeanOhio service offerings, internal processes, & supporting systems, execute & manage projects on those opportunities in alignment with strategic priorities set by the LeanOhio Director.
Act as principal data expert in service of cultivating the understanding & adoption of data-driven continuous improvement practices among state of Ohio agencies:
- Coordinate with LeanOhio team & Office of Data & Efficiency colleagues to establish standards, procedures, & best practices around data collection, analysis, & visualization for application internally & with external agency partners.
- Collaborate with LeanOhio training coordinator to help develop, deliver, & maintain training content related to data & statistical analysis across LeanOhio's progressive series of Lean Six Sigma trainings & certifications.
- Act as custodian of results & outcomes metrics from continuous improvement projects led by agency partners o the LeanOhio team; assists in the development of results reporting practices & mechanisms.
Support the Data Analytics Learning Center to manage the state's Data Literacy Program, coordinate learning centers cohorts, & establish related training & development systems, & support learning technologies in the State Analytics field; assist in developing, coordinating, & facilitating learning events, such as Application Labs, Analytics Forums, & other learning events both virtual & in-person; create & maintain data training content & learning plans in learning platform(s) (e.g., OhioLearn, Learning on Demand, Pluralsight, Cornerstone) for Data Analytics Learning Center & LeanOhio programs; collaborate with state data office program managers to assess specific instructional design needs for LeanOhio & Data Analytics Learning Center data training programs; prepare & train e-learning & other data training metrics & generate & prepare monthly &/or quarterly reports &/or as requested.
Evaluate instructor performance & effectiveness of courses & programs to validate outcomes, recommend changes to enhance effectiveness of courses & related program(s) offered; assist in development of strategy to ensure continuous improvement of learning programs; conduct program analysis, make recommendation for & implement program enhancement &/or improvement (e.g., develop, maintain & report on measures/metrics) to determine effectiveness of program outcomes; assists in development of strategies to market, expand & implement program(s); assist in developing marketing & communication materials (e.g., course brochures, website, program materials, handouts, multi-media presentations, newsletter articles); establish measurement systems & use relevant methods; conduct &/or facilitate focus groups, participate in improvement teams; plan & manage conferences, forums &/or events to promote program; attend workshops, training seminars, conferences & professional meetings to keep abreast of trends in data analytics & continuous improvement fields.

- 72 mos. exp. or trg. in data analytics, statistical analysis, or research methods; 12 mos. exp. in supervisory &/or management principles & techniques.
- Or completion of associate core program in data analytics, computer science, information systems, computer engineering, applied mathematics, statistics, industrial/systems engineering, or related field; 54 mos. exp. or trg. in data analytics, statistical analysis, or research methods; 12 mos. exp. in supervisory &/or management principles & techniques.
- Or completion of undergraduate core program in data analytics, computer science, information systems, computer engineering, applied mathematics, statistics, industrial/systems engineering, or related field; 48 mos. exp. in data analytics, statistical analysis, or research methods. 12 mos. exp. in supervisory &/or management principles & techniques. Completion of graduate core program in data analytics, computer science, information systems, computer engineering, applied mathematics, statistics, industrial/systems engineering, or related field; 36 mos. exp. or trg. in data analytics, statistical analysis, or research methods; 12 mos. exp. in supervisory &/or management principles & techniques.
