Parks, Forestry, and Recreation (PFR) is one of the largest divisions in the City of Toronto. We are the keepers of our common grounds – the parks, recreation facilities and natural spaces where Torontonians come together to build community and play, celebrate and explore.
As a Management Consultant (Data Governance and Strategy) in the Research and Analytics team in Parks & Recreation, you will work with senior management and key stakeholders to provide consulting services. Your role will focus on driving Parks & Recreation priorities aligned with corporate goals in the areas of strategy development and planning, business planning and performance measurement reporting, business process re-engineering, organization design and restructuring, program review and alternative service delivery, program and service improvement, organization development, and change management.

You are a thought leader with expertise in data policy, governance, and management. You possess a deep understanding of data analytics and architecture, along with extensive experience in leading the development of policies, strategies, and frameworks. With excellent collaboration and interpersonal skills, you excel at engaging stakeholders across diverse work areas in Parks & Recreation and the broader City organization.
Major Responsibilities
Data Governance, Strategy, and Management:
Leads the development and implementation of strategies, frameworks, policies, and procedures for Parks & Recreation data management. Conducts research and consultations to align with regulatory requirements and organizational priorities. Provides consulting services on data
strategy, governance, integration, analytics, and fostering a data-driven culture. Advises senior leadership on policies and performance strategies while driving divisional goals through strategic planning and performance management frameworks. Conducts assessments and prepares reports on organizational effectiveness and data management. Develops governance systems and tools to support decision-making and reporting for senior management and the City Council. Ensures effective collaboration with internal branches to maintain accurate data and manage risks in policy and performance data collection.
Leads and/or supports cross-departmental teams to develop and implement policies, operational improvements, and internal controls. Manages data strategy and data management projects, ensuring alignment with divisional goals and budgets. Builds cooperative relationships within and outside the organization and ensures successful project delivery. Promotes organizational innovation and facilitates interdivisional initiatives to drive change and development.
Thought Leadership:
Researches and analyzes trends in data management, providing expert advice on new techniques and their applicability to organizational goals. Maintains professional connections to stay updated on industry practices. Represents the division in meetings, networks, and events, presenting data-driven insights and fostering discussion. Provides subject matter expertise to internal and external stakeholders, contributing to informed decision-making and strategic development.
Key Qualifications
Your application must describe your qualifications as they relate to:
- A degree in computer science, geography, engineering, data analytics, political science or an equivalent combination of education and experience.
- Considerable experience leading data governance, data strategy development, or data management planning with a strong understanding of data integration, data architecture, and data analytics.
- Considerable experience executing business process transformation and developing strategies, frameworks or roadmaps related to various aspects of data management.
- Considerable experience in project management, relationship management, and balancing a variety of stakeholder interests (i.e. political, community, and City staff).
- A creative collaborator, who is able to manage ambiguity, adapt to a changing workload and demonstrate composure under pressure/stressful conditions.
- Excellent project management skills with the ability to multitask, effectively prioritize responsibilities and produce results.
- Excellent written, oral, and visual communication skills with an ability to convey complex concepts to lay audiences at all levels in the organization.
- Ability to exercise judgment and discretion in handling matters of confidential, proprietary or sensitive nature as they relate to other senior staff, public and personnel matters.
- Strong analytical, conceptual, problem-solving/negotiation and the ability to generate creative alternatives to identified issues.
- Excellent organizational and planning skills to execute/manage multiple and competing deadlines, and to facilitate the implementation of projects within established timeframes.
- Exceptional interpersonal skills with the ability to establish positive working relationships, manage through influence, develop solutions, drive change and interact and communicate effectively with divisional and agency staff.
- Strong team leadership skills in mentoring, coaching, and facilitating an environment in which team members can thrive.
