About The Division
The mission of the Operations & Support Legal Services (OSLS) Division is to provide legal counsel to the Texas Comptroller Glenn Hegar and to ethically and efficiently serve Texas Comptroller of Public Accounts (Comptroller’s office) customers by providing assistance, seeking solutions and applying the laws and regulations in a fair and consistent manner.
The objectives of the division in providing legal advice and legal support are:
- Customer Service: The division seeks to provide legal assistance while serving the needs of its client divisions.
- Problem Solving: While providing legal advice the division seeks to help its clients solve any legal impediment that hinders accomplishment of the Comptroller’s office mission or duties.
- Communication: The division seeks open communication, collaboration, and feedback while providing legal assistance.
- Fairness and Consistency: The division seeks to provide legal advice with fairness and consistency.
Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination. Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which may be up to three days a week of telework for the data analyst position.
Qualifications
Minimum Qualifications
- Graduation from an accredited four-year college or university with a bachelor’s degree.
- Three years of experience in data analysis, performing research, reporting work, and/or modifying queries.
- Three years of experience analyzing problems and devising effective solutions.
- Three years of experience using knowledge of data models, database design development, data mining, and segmentation techniques.
Preferred Qualifications
- Graduation from an accredited four-year college or university with a bachelor’s degree in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, math or a related field.
- Experience with SAS and SQL
- Four years’ experience in data analysis, research, compilation, or reporting work.
Substitutions
One (1) additional year of full-time minimum experience as stated above may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years).

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking (is routinely required to carry out some duties. It requires extensive computer, telephone and client customer contact. It requires the ability to bend, stoop, kneel and reach as need for filing or similar routine office duties. This job also requires normal cognitive ability, require the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to details despite interruption. Marginal or corrective visual or audio requirements are required for reading printed materials, computer screens, and communicating with internal and external customers. May involve up to 25 pounds of office equipment/material on a limited basis.
- Performs research on complex tax and fee related open records programming requests by running queries on SAS and SQL programs in TSO; collecting and verifying output against mainframe to ensure requests are responded to accurately; and testing output files using Microsoft Excel and Access.
- Performs research on tax and fee related records including sales, franchise, natural gas, crude oil, mixed beverage, and hotel taxes.
- Identifies and corrects issues arising from data inconsistencies. Serves as subject matter expert on data integrity, extraction, and compilation.
- Reviews for accuracy and confidentiality datasets developed by other divisions and Open Records for publication on the Department of Information Resources Open Data Center.
- Identifies issues and ensures corrective measures.
- Collaborates with ITD, Transparency, and other divisions on development and implementation of databases.
- Creates and reviews programming cost estimates and maintains the statutorily required programming cost estimates manual pursuant to records management guidelines.
- Collaborates with co-workers including legal staff and attorneys with overseeing statutory duty of ensuring correct programming estimates.
- As necessary, reviews and identifies data issues and ensures corrective action.
- Works with external and internal customers to identify issues and needs.
- Performs other related work assigned, including, but not limited to, responding to and assisting with agency special projects or initiatives that support data governance.
