The Office for Students with Disabilities (OSD) works to support networks, schools, and families with all issues related to special education including instruction, interventions, and legal and compliance support. OSD supports strategic utilization of resources, aligning them to our strategic plan and district priorities, to increase student achievement. 

Job Summary:

Reporting to the Director of Business Operations, the OSD Resource Data Analyst operates primarily in the following functional areas:

●     Operations and Administration

●     Special Education Programs and Academic Supports

●     Special Education Services

●     District Managed School Special Education Position Allocation

●     Contract School Special Education Budgets

The OSD Resource Data Analyst will be held accountable for the following responsibilities:

●     Partner with OSD leadership to support the position resourcing processes. (40%)

○     Develop and manage the position allocation model for district-managed schools, including analyzing trends in allocations, managing appeals processes, and evaluating the impact of related expenditures on both the office and district budget.

○     Support the position appeal process, maintaining protocols to forecast position needs, track related expenditures, and helping ensure effective allocation of resources in alignment with budget priorities.

●     Leverage district financial data and partner with OSD department leaders and District offices (E.g., Finance, Procurement, Talent) to support and improve OSD budget processes. (40%)

○   Conduct detailed budget analysis and monitoring for the Office for Students with Disabilities (OSD) by tracking personnel and non-personnel costs, identifying spending trends, forecasting future allocations under various staffing scenarios, and ensuring financial accuracy and compliance.

○     Analyze non-personnel expenditures and grant funding within the assigned budget area(s) to determine effectiveness, identify opportunities for savings or increased revenue, and assist with financial reporting and projections.

○    Collaborate with department leaders to monitor budget variations and address financial pressures, identifying cost-saving opportunities, revenue enhancements, and potential risks while explaining changes and opportunities to stakeholders throughout the fiscal year.

○    Develop and maintain a comprehensive understanding of all programs within assigned budget areas, analyzing their purpose, effectiveness, staffing models, participant demographics, service delivery methods, and resource allocations and presenting findings through detailed reports and recommendations.

○    Utilize the district’s financial systems to ensure budget accuracy and reporting efficiency, managing processes to load budgets, track expenditures, and handle necessary financial actions in a timely and effective manner.

●    Design, implement, and automate financial and position allocation reports and dashboards, synthesizing complex data into accessible formats such as spreadsheets, memos, PowerPoint presentations, and Board reports for stakeholder review while ensuring timely communication of program performance and resource allocations. (20%)

●     Other duties as assigned

In order to be successful and achieve the above responsibilities, the OSD Resource Data Analyst must possess the following qualifications:

Education Required:

●     Bachelor’s degree from an accredited college or university required

Experience Required:

●     Minimum of two (2) years of professional experience in data analysis and/or business operations (E.g., budget management, procurement, etc.) in a role requiring data analysis required

●     Experience in business analytics preferred

●     Experience conducting budget and/or cost analysis preferred

●     Experience using enterprise financial systems preferred

Knowledge, Skills, and Abilities:

●     Working knowledge of  MS SQL 2005 or greater, XML, HTML, XHTML, Cascading Style Sheets and JavaScript 

●     Knowledge of database schemas and the ability to create and analyze data queries and stored procedures

●     Solid verbal and written communication skills; effectively communicate with internal constituents and external partners; clearly and accurately document business requirements and system functionality

●     High Proficiency in Productivity Software, including word processing, spreadsheets, and presentations

●     Capable of quickly learning software and sharing that knowledge with others

Other Requirements:

●     Adhere to a set of guiding principles for analytic practice as established by the Data Governance Council

●     Work with approved enterprise analytic tool sets. (SAS, SQL)

●     Follow established department and district-wide processes to ensure the quality, integrity, and reliability of data used for analysis

Conditions of Employment

As a condition of employment with the Chicago Public Schools (CPS), employees are required to:

●     Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
