The NYC Health Department's Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) falls within the Division of Disease Control, oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs. BHHS does this through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS's over 500 staff members work across eight programs: Administration, HIV Care and Treatment, HIV Epidemiology, HIV Prevention, Policy and External Affairs, Racial Equity and Social Justice Initiatives, STI, and Viral Hepatitis.
The Epidemiology Unit in the STI Program of BHHS has an opening for a Data Analyst. This position will be supported by a five-year grant from the Centers for Disease Control and Prevention (CDC), earmarked for conducting enhanced surveillance for STI. The Data Analyst will join a team that is conducting a variety of high priority research and surveillance projects related to the control and prevention of sexually transmitted infections, including HIV and sexually transmitted viral hepatitis. We are seeking a reliable and conscientious team member to join our dedicated and collaborative staff.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Develop and implement database queries.
- Prepare datasets for epidemiologic and surveillance projects and analyses.
- Analyze data and provide data interpretation for STI quality assurance, evaluation, program development, surveillance, and research.
- Access and analyze large data sets housed outside the Bureau (e.g., Medicaid data, hospital discharge data).
- Contribute to the development of comprehensive proposals, protocols and evaluation plans for select STI or cross-cutting STI-HIV-Hepatitis research, surveillance, and evaluation projects.
- Contribute to narrative and data reporting to federal funders and internal leadership, in collaboration with other STI Program analysts.
- Contribute to the preparation of reports, presentations, and peer-reviewed publications.
- Supervise 1-2 staff who conduct interviews for a CDC enhanced surveillance project.
PREFERRED SKILLS:
- Experience analyzing different types of data (clinical, surveillance, survey, administrative)
- Proven experience with conducting quantitative data analyses
- Strong written and oral communication skills
- Proficiency in SAS for data manipulation and analysis
- Familiarity with SQL query writing language
- Comfort with Excel and other Microsoft Office tools
- Familiarity with ArcGIS and/or Tableau
- Ability to maintain multiple projects simultaneously and function effectively both independently and as part of a team
- Background in STI epidemiology.

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
