JOB SUMMARY
Evaluates program including the analysis, assessment, design, and improvement of computer-based and non-computer-based systems that effectively support Division functions. The Process Improvement Analyst will lead on data analysis initiatives, enhancing operational effectiveness and supporting our culture of data-driven decision making. This role involves interpreting and analyzing existing datasets, designing data collection tools, and developing insights that drive process improvements, and resource optimization. This position involves working closely with decision makers and stakeholders to support strategic decision-making and implement data-driven solutions that align with department goals.
MINIMUM QUALIFICATIONS
Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Statistics, Social Sciences, or other closely related field, plus four (4) years of related experience; OR an equivalent combination of related education and experience.
Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS
- Develops and monitors division wide program management plan. Identifies gaps in data collection processes and implement industry best practices and standards for operational improvement.
- Designs and implements customer and employee experience strategies to increase satisfaction and engagement.
- Researches and identifies solutions and processes that meet business needs while providing efficient and effective services.
- Consults with the division administration, Information Technology Services (IT), and coordinates the implementation of projects.
- Creates and refines performance goals and measurements for Division programs and ensure alignment with Mayor’s strategic goals, initiatives, and dashboard measures.
- Develops and maintain interactive dashboards and reports.
- Conducts research and provide analysis of various programs within the Division.
- Performs predictive analysis for proactive management of department resources.
- Conducts program evaluations to identify areas for process improvement, effectiveness and ensure the program aligns with department goals.
- Communicates program performance and outcomes to a broad range of stakeholders.
- Creates and implements tools such as statistical reports, graphs, dashboards, images, and tables to simplify communication of complex data to a broad range of stakeholders.
- Assists with information requests from County officials, media, state/federal agencies.
- Works closely with stakeholders of all levels to define key performance indicators and create actionable insights that support program and department goals.
- Reviews and updates projections of population characteristics, geographic distribution, unmet service needs, and other pertinent data.
- Works as an organizational change agent by continually seeking and coordinating implementation of best practices throughout the Division.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
Knowledge of:
- Effective strategic planning, research and evaluation methods and techniques
- Business analysis techniques, evaluation methodologies, and GIS analysis
- Development and monitoring of program measures and outcomes
- Proficiency in data manipulation and analysis tools such as R, Python and Excel
- Effective communications methods and techniques, including data reporting
- Principles and methods of effective administration and management
- Understanding of disparities in health outcomes and strategies used to address them
- Systems development methodology including writing a business case and cost estimating techniques
Skills and Abilities to:
- Quantitative analysis, statistics, economics, and data manipulation
- Data visualization, dashboard design, survey design/analysis, and statistical analysis
- Research and implement Division management best practices
- Analyze statistical data and make appropriate recommendations
- Use logic to analyze and identify underlying principles, reasons, or facts associated with information to or data to draw conclusions
- Evaluate data against a set of standards
- Establish objectives and specify the strategies and actions to achieve these objectives

Additional Information
Work schedule is Monday through Friday 8:00 AM to 5:00 PM, with hybrid work options and flexible hours.
