The hiring range for this role is:
107,666.00 - 150,995.00This is the lowest to highest salary we, in good faith, believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the hiring range and this hiring range may also be modified in the future. A candidate’s position within the hiring range may be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs. This job is also eligible for annual bonus incentive pay.

This role provides leadership and guidance on data governance operations. Works with data owners enterprise-wide to ensure policies and procedures are adhered to and assists with rules on new data needs. Provides oversight on data policies and use cases and develops action plans to align BCBSA data owners to the data governance policies. Supports data analytics and data delivery efforts to include guidance on proper data selection, data relationship, creation of reports / analytics and quality review of department work products.
Primary Job Functions
Provides leadership and subject matter expertise related to business process design and documentation and data flow design and documentation as well as creation and maintenance of metadata for company information assets.
Provides oversight on data policies and use cases and develops action plans to align BCBSA data owners to the data governance policies.
Collaborates and facilitate discussions with data partners such as InfoSec, legal and Data Foundation Solutions.
Creates and maintains comprehensive business process and annotated data flow diagrams. Maintains awareness of industry best practices and tool sets.
Develops process improvements for streamlining data policies and use cases as well as building trigger in the SDLC process to ensure staff are engaged in aligning to data policies. Coordinates activities with those of other Data Governance team members to maximize team effectiveness.
Education, Experience, and Certification
Education
Required: Bachelor’s degree in business, information technology, healthcare or equivalent experience
Preferred: Master’s degree in business, information technology healthcare or equivalent experience.
Experience
Required:
5 years of progressive health insurance experience
5 years of work experience with health care data and health care process / operations
5 years of experience in delivering major initiatives in a health care related field
Experience with defining/documenting business processes, creating data flows and defining metadata in a formal data governance and business architecture environment
Preferred:
Progressive health insurance experience in a Blue Cross Blue Shield plan
Experience with health care data and health care process / operations in a Blue Cross Blue Shield plan
Experience in delivering major initiatives in a health care related field
Experience with defining / documenting business process, creating data flows and defining metadata in a formal data governance and business architecture environment
Knowledge, Skills, and Abilities
Broad and deep understanding of health care data and health insurance business process
Working knowledge of business process design and modeling
Working knowledge of health insurance standard datasets including 837 I&P and 834
Understanding of Heath Information Exchange, HL7 and other industry data standards
Demonstrated ability to gather requirements and information in the development of deliverables
Analytical skills; ability to analyze, define and document data and process models
Relationship management skills; ability to develop key business partnerships both internal and external, build peer relationships; ability to build effective relationships with cross-functional teams, demonstrated interpersonal skills for building and fostering key relationships
Effective organization, presentation, negotiation and communications skills (oral and written)
